Description
Solicitation N44255-17-R-8000, RM12-2061 Repair Dry Dock 2 Portal Crane, Electrical Duct Banks and Manholes and RM 15-1693 Repair Utility Systems at Dry Dock 2, Naval Base Kitsap, Bremerton, WA This procurement is for the repair of Dry Dock 2 ™s portal crane, electrical duct banks, manholes and utility system at Puget Sound Naval Shipyard (PSNS) Bremerton, WA. This procurement uses the source selection procedures in accordance with FAR Part 15. This procurement is for design-bid-build (DBB) repair and construction services and will be solicited utilizing full and open competition. Source Selection procedures will be used with the intent to award a firm-fixed-price repair and construction contract to the responsible Offeror whose proposal, conforming to the Request for Proposal (RFP), offers the best value to the Government, using the lowest price technically acceptable (LPTA) source selection process. The LPTA process is being utilized because best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. This DBB project includes the repair and construction to Dry Dock 2 as follows: 1)Repair Dry Dock 2 Portal Crane Rail, Electrical Duct Banks and Manholes: Demolition of existing structures, utilities, and paving as well as construction of concrete trenches, duct banks, accesses to service galley ™s, repair of crane rail girder, repairs to service galleys, regarding and paving around the crane beams, railways rails and incidental related work. 2)Repair Utility Systems at Dry Dock 2: Removal and replacement of non-compliant electrical outlets in the service Galleries, replacement of substation equipment items, installation of new conduits, feeders, manholes, substations and related equipment on both sides of the dry dock. This work also includes the installation of new 15KV service loop for the new substations, which includes SF6 switches. The project will be located at Puget Sound Naval Shipyard, Bremerton, WA. The estimated total contract price range, in accordance with DFARS 236.204, is between $10,000,000 and $25,000,000. This procurement shall be in accordance with Buy American clauses FAR 52.225-11 and 12. The firm needs to be able to demonstrate knowledge, current relevant qualifications, experience, bonding, and the capability to perform a DBB construction contract similar to the scope indicated. The Government intends to evaluate proposals and award without discussions. Selection for award will be based on evaluation of the following: Price, Factor 1 “ Corporate Experience, Factor 2 “ Past Performance, Factor 3 “ Safety, and Factor 4 “ Technical Approach. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov, and the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about December 30, 2016. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Prospective Offerors MUST register on the website. No reimbursement will be made for any costs associated with this announcement, attending pre-proposal conferences or any follow-up information requests. Results of Sources Sought A sources sought was used to conduct market research to determine if qualified small businesses were interested in performing this project. The sources sought notice was issued using solicitation number N4425517MKTG1, which was posted on August 24, 2016 with a due date of September 13, 2016. Only two contractors responded. Additional outreach was completed including directly contacting small business contractors registered under the appropriate NAICS, resulting in only 2 additional responses. After a review of all four responses, the Government determined that none of the respondents demonstrated experience in one of the two critical experience elements required by the sources sought. Based on the market research, it was determined that this procurement will be solicited utilizing full and open competition. The Small Business Administration concurred with this decision.
