- Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to LifeCell Corporation located at 1 Millenium Way, Branchburg, NJ 08876-3876. Plastic Surgery Department at NMCSD is in need of Alloderm reconstructive tissue matrix for bilateral breast mastectomy surgery. Requirement must come in exact sizes as follows: two (2) contoured size 9.6 x 19.3 product code CM1520, two (2) contoured size 7.3 x 14.7 product code CS1520, and one (1) non-contoured size 8 x 16 product code 1520128. These sizes allow the surgeon to place the implants under the muscle and wrap the implant with the tissue matrix. Must be FDA approved and meet the Occupational Safety and Health Administration (OSHA) state standards with regards to the handling and processing of human tissue. Must be ready to use with a minimum 2-minute soak, sterile, and no refrigeration required. LifeCell Corporation is the only manufacturer as they utilize proprietary technology and is the sole distributor of Alloderm Reconstructive Tissue Matrix. Lifecell's Alloderm Tissue Matrix is derived from natural tissue which is processed using a proprietary technique to remove the cells that can lead to tissue rejection and graft failure. Alloderm is the only contour tissue matrix, which allows perfect shaping in the breast area. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 09:00 AM Local Time, 19 December 2016. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: merlinda.m.labaco.civ@mail.mil.
