- Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Physical Measurement Laboratory (PML) intends to negotiate on a sole-source basis with iNEMI (International Electronics Manufacturing Initiative) of Herndon, VA, under the authority of FAR Part 13.106-1(b), for a professional organization membership of 5 consecutive years. The NIST Physical Measurement Laboratory (PML) sets the definitive U.S. standards for nearly every kind of measurement employed in commerce and research, sometimes across more than 20 orders of magnitude. PML is also a world leader in the science of measurement, devising procedures and tools that make continual progress possible. iNEMI (the International Electronics Manufacturing Initiative) is a non-profit, international, R&D consortium of leading electronics manufacturers, suppliers, associations, government agencies and universities. It is based locally in Herndon, VA, but has regional offices in Asia and Europe, and is led by an international board of directors who represents a cross-section of the electronics manufacturing industry. Although there are other professional organizations dealing with manufacturing within NIST's list of Approved Professional Organizations, there isn't a counterpart to iNEMI, which is dedicated to the global electronics manufacturing industry. iNEMI is unique in that they focus on electronics. No other approved professional membership is capable of providing the information specifically in electronics to allow PML to meet their mission of setting the definitive U.S. standards for nearly every kind of measurement employed in commerce and research. Membership benefits include access to a developing technology roadmap which includes a 10-year view of industries technology needs and the paths to meeting them. In addition, iNEMI uses the output of the roadmap process to develop (1) a technical plan of key projects that industry and research institutes can collaboratively work on to address the identified needs and (2) a research priorities document which highlights for researchers the industry's needs and identifies future challenges. The North American Industry Classification System (NAICS) code for this acquisition 813920, with a size standard of 15 million dollars. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by December 19, 2016 will be considered by the Government.
