- PRESOLICITATION NOTICE AG-1A23-S-17-0003 Sheffield Brook EWP-FPE Stream Restoration Project in Old Lyme, Connecticut PRESOLICITATION NOTICE FOR INVITATION FOR BIDS (IFB): FIRM-FIXED PRICE CONSTRUCTION: Sheffield Brook EWP-FPE Stream Restoration Project in Old Lyme, Connecticut The United States Department of Agriculture Natural Resource Conservation Services (NRCS) is issuing this pre-solicitation notice for a Floodplain Restoration Construction in Old Lyme, Connecticut. The place of performance will be at Sheffield Brook between Sea Spray and Gorton Avenues and south of the eastern end of Hartung Place, in Old Lyme, Connecticut. This procurement is a Total Small Business Set-Aside and will be released under Solicitation Number AG-1A23-S-17-0003 The Small Business size standard is based on the North American Industry Classification System (NAICS) code 237990 Other Heavy and Civil Engineering Construction with a size standard of $36.5 million average annual income. PROJECT DESCRIPTION. The Sheffield Brook channel and floodplain restoration construction project will include the creation of a new, naturalized stream system to replace the existing drainage channel. The proposed channel, approximately 1,140 feet long, will include bioengineered stabilization and habitat improvements including native streambed material, and large woody material (i.e. root wads) for habitat enhancement in the channel. The floodplain areas will be restored with wetland seed mix, tubelings, and shrubs. The design will be based on principles outlined in NRCS's Part 654 Stream Restoration Design National Engineering Handbook. This project utilizes a two stage channel design consisting of a lower dominant discharge channel and an upper floodplain bench. The two-stage channel design will improve channel capacity and floodplain storage capacity as well as aquatic habitat. The major items of work consist of installing sediment and erosion controls, clearing and grubbing including tree and invasive species removal within the 1.65 acre site, stripping and stockpiling topsoil, excavation of channel and floodplain areas, offsite removal of excavated material, grading of the floodplain and channel, compaction of earthfill and channel bed material, installation of root wads and riprap stilling basins, seeding and mulching, and planting shrubs and tubelings. Temporary water controls will be needed to dewater the in-stream work area. PROJECT DURATION. 88 calendar days after contract award. LIQUIDATED DAMAGES. $99.00/per calendar day. Contract approximate Period of Performance March 15 - June 12, 2017 SUMMARY Contractor shall furnish provide and furnish all supervision, labor, materials, tools, equipment, transportation, supplies and travel necessary to provide construction services for the restoration of this floodplain in accordance with the statement of work, NRCS design specifications, and the terms and conditions of the contract, and other attachments provided. WORK TO BE PERFORMED BY PRIME CONTRACTOR. The contractor shall perform, with its own organization, work equivalent to at least 50 Percent of the value for the work of the contract. ESTIMATE PRICE RANGE. The estimated price range for this project is between $250,000 and $500,000. PRE-BID/PROPOSAL CONFERENCE/SITE VISIT (CONSTRUCTION). Pre-proposal conference/site visit information will be outlined in the solicitation. There will be no public bid opening. The purpose of this conference will be to answer questions regarding, or requests for clarification of, the Invitation for Bid (IFB) documents. Although questions during the site visit are permissible, statements or representations made during the site visits are not legally binding. Changes resulting from the site visits are official only if issued through an Amendment to the Invitation for Bid (IFB) BOND REQUIREMENTS. All Offerors must ensure that their firms have to the ability to provide both 100 Percent Performance and Payment Bond, In addition, Offerors will be required to submit a bid guarantee/bid bond, (20 Percent) with their proposal. SOLICITATION (IFB, Technical Specifications, and Drawings). The solicitation will be available on or about December 28, 2016 on the FEDERAL BUSINESS OPPORTUNITY (FedBizOpps) website at www.fbo.gov. Potential Offerors are advised that they are responsible for obtaining and acknowledging any and all amendments to the solicitation. It is the Offerors responsibility to view the FedBizOpps website daily as no other notification of amendments will be provided on any revisions to this announcement or other notices.
