The Naval Air Warfare Center Aircraft Division (NAWCAD) is a product center within NAVAIR that is the steward of the ranges, test facilities, laboratories, and aircraft necessary to support the Fleets requirements. The Integrated Battlespace Simulation and Test (IBST) Department, NAWCAD 5.4, is (NAVAIR's) center of excellence for modeling and simulation of the Battlespace environment. The Department is NAVAIR's lead for the development and creation of synthetic and virtual Battlespace environments in support of research, development, testing, training, and system evaluation. IBST operates, maintains, and manages a number of test facilities to support test and evaluation events using simulated environments, physical environments to stimulate aircraft systems, and combinations of physical and simulated environments. The Simulation Division (SD), NAWCAD 5.4.3, is one of three divisions within IBST and is responsible for simulation expertise and products for naval aviation systems and the Battlespace environment within which they operate. This statement of work describes the attainment and manufacturing of supplies required by the Simulation Division. Simulation Division aircraft and aircraft system simulation activities include the operation of man-in-the- loop simulation facilities, and the development of simulation software, simulation systems, hardware-in-the-loop test benches and prototype training systems. Typical applications for aircraft and system simulations include: Flight test planning, coordination, and rehearsal. Aircrew proficiency training. Hardware-in-the-loop systems and integration testing. Human factors evaluations. Flying qualities and performance evaluations. Mission effectiveness and concept of operations. Accident and incident investigations. Simulation Division Battlespace modeling and simulation provides credible, repeatable models of highly complex, interactive and reactive environments in support of the warfighter. Battlespace modeling and simulation products are used across the Department of Defense (DoD) and NAVAIR for Research, Development, Test and Evaluation (RDT&E), analysis and training. The Division also provides national leadership in distributed modeling and simulation, scenario development, and verification and validation. Simulation Division personnel and facilities also support aircraft flight test and acquisition activities, including processing and analyzing aircraft flight test data, and providing subject matter expertise to aircraft programs. Facilities and laboratory spaces operated by the SD include the Manned Flight Simulator (MFS) facility, E-2C System Test and Evaluation Lab (ESTEL), the P-8 System Integration Lab (PAX-SIL), Warfare Simulation Lab, UAS Integration Lab, H-60 Data Reduction Lab (DRL), the executive helicopter system integration lab (SIL), and Aircraft Data Acquisition Processing Team (ADAPT) labs. The SD also provides support for IBST's classified network and unclassified RDT&E network assets. The SD works closely with other teams and laboratories within IBST to support aircraft and system simulation and stimulation testing, including: Air Combat Environments Test and Evaluation Facility (ACETEF) Integrated Battlespace Arena (IBAR) Electromagnetic Environmental Effects (E3) Surface/Aviation Interoperability Laboratory (SAIL) •· Radar Reflectivity Lab (RRL) THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. In accordance with Federal Acquisition Regulation (FAR) Part 15, the Naval Air Warfare Center, Aircraft Division (NAWC/AD), Patuxent River, MD intends to conduct a small business set aside competition for Supply Support for AIR 5.4.3 Simulation Division. The Government is hereby releasing a Draft Request for Proposal (RFP). Please note that all subsequent Draft RFP amendments and publicly releasable documentation will reside on FedBizOpps. It is recommended that interested Offerors check the site frequently for any updates. This announcement is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government. ELIGIBILITY This requirement will be awarded as a single award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The applicable NAICS code for this requirement is 333318 with a current size standard of 1000. The Product Service Code (PSC) for this contract is1680 Miscellaneous Aircraft Accessories and Components, PROGRAM INFORMATION: The scope of this contract includes the attainment, manufacture, maintenance, installation, upgrade and fabrication of items necessary to support the Simulation Division teams, facilities, and supported projects. These items will support the development, modification, upgrade and maintenance of simulation systems, laboratories, and aircraft test and prototype systems. Manufacturing activities to be utilized in the development and delivery of supplies include fabrication, wiring, installation, quality assurance, deployment, and maintenance of systems developed and/or operated by the Simulation Division. The Division operates within Integrated Product Teams and Enterprise Teams for all aspects of performance, and the contractor shall be required to work in a highly integrated team environment with civil servants, military personnel, and other contractors. GENERAL INFORMATION: This effort will contain ordering period of five years. The anticipated Period of Performance will be 16 March 2017 to 15 March 2022. Refer to Attachment 1 Labor Categories and requirement. CONTRACT TYPE: The Contract Type is Cost-Plus-Fixed-Fee (CPFF). The current task orders are N00178-04-D-4011-M802 (Awarded to Amewas). N00178-05-D-4397-HT01 and N00178-14-D-7780-M801 (both awarded to J.F. Taylor). These task orders have Cost Plus Fixed Fee (CPFF) and Cost Reimbursable CLINs. Successful awardee will also be required to have a Government approved accounting system upon contract award.
