- Synopsis: The Volpe National Transportation Systems Center (Volpe Center) is a Federal fee-for-service organization within the Office of the Assistant Secretary for Research and Technology (OST-R) of the United States Department of Transportation (U.S. DOT) and intends to negotiate on a sole source basis with The Raytheon Company (Raytheon), in accordance with statutory 41 U.S.C.253(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to enter into an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Task Orders issued under this contract will be awarded on Cost-Plus-Fixed-Fee (completion or term) and Firm-Fixed-Price basis. The Government's requirement is to obtain software development and testing services which seek to enhance the Ground-Based Sense and Avoid (GBSAA) Standard Terminal Automation Replacement Systems (STARS) to include functionality which will enable Remotely Piloted Aircraft to operate in compliance with 14CFR§91.113. STARS is a proprietary Raytheon systems and is the only platform which satisfies the Government's demonstration requirements. Raytheon shall provide the Government with the following technical support services: • GBSAA proof-of-concept (POC) Demonstration Planning • STARS Software Development and Testing • Equipment Setup and Support • Execution of GBSAA POC Demonstrations • Post-Demonstration Analysis • Analysis and Development of Future Sense and Avoid Enhancements The ID/IQ contract type is most suited for this technically complex program as specific program requirements throughout the period of performance are not identifiable during the solicitation phase. These supplies and services shall support the Volpe Center's GBSAA requirement. The estimated period of performance for this IDIQ contract is four years from the date of award. The Volpe Center continues to examine the market for GBSAA POC Engineering Analysis and Support. As of yet, Raytheon is the only organization with the capability to service its proprietary systems STARS. The North American Industry Classification Code for this action is 541330 and the Small Business Size Standard is $15 million. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing to the Point of Contact clear and convincing documentation of their company's capability to provide required supplies and services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after 15 calendar days or without the required documentation shall not be considered. The Government shall not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to this synopsis, is solely within the discretion of the Government. Telephone calls in place of the required documentation will not be accepted.
