Description
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is planning to issue a Request For Proposal (RFP) for the Neutral Buoyancy Lab (NBL) Operations Contract (NOC). The NBL is a key Agency asset that supports human spaceflight training and operations. The Government does not intend to acquire a commercial item using FAR Part 12. NOC has been assigned the North American Industry Classification System (NAICS) code 541712, Research and Development in the Physical, Engineering, and Life Science (except Biotechnology). The Small Business Size Standard in number of employees is 1,000 under this NAICS code and its applicable exception. NOC will be awarded under full and open competition as a single award Cost-Plus-Award-Fee (CPAF) contract. The contract includes a Performance Based (Core), and an Indefinite-Delivery/Indefinite-Quantity (IDIQ) element with the ability to issue CPAF and Firm Fixed Price (FFP) Orders. The Government may issue IDIQ orders, in accordance with the procedures set forth in NASA Federal Acquisition Regulation Supplement 1852.216-80, Task Ordering Procedures. An electronic Technical Reference Library (TRL) is available for various types of historical data and other pertinent applicable documents and information regarding this procurement and its requirements. To promote competition and understanding of the NOC solicitation, Offerors are encouraged to suggest any additional information they would like to see made available in the TRL. Questions and comments regarding this procurement are highly encouraged.
