THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY OR TO CONTRACT FOR SERVICES. 1. Location - Naval Research Laboratory (NRL) sites as specified in the attached Performance Work Statement. 2. Objective - The Naval Research Laboratory is searching for potential sources capable of fulfilling a service requirement for laboratory analysis, hazardous waste disposal, and emergency services relative to hazardous materials. The general services to be accomplished safely are the sorting, stabilization, spill clean up, packaging, profiling, labeling, manifesting, unknown wastes identification and disposal, cylinder downloading, decommissioning, decontaminating, chemical stabilization disposal and identification of cylinders, transportation, and off site (off NRL property) treatment and/or disposal of all items designated as hazardous waste, hazardous waste oil, wastewater, contaminated soil, Polychlorinated Biphenyl (PCB), organic and inorganic chemical wastes; flammable, corrosive, oxidizer, toxic or highly toxic, reactive and organic peroxide waste chemicals and/or chemically contaminated equipment. The aforementioned services require the contractor to provide the necessary services on both a routine and emergency basis. Services are needed at multiple NRL sites within the continental United States, including one decommissioned naval ship that is permanently moored. Performance may require the awardee to work with a variety of substances, containers, and government equipment under both routine and emergency circumstances at multiple locations. Needs can vary greatly depending upon research and development being performed by the Government. In an effort to give prospective offerors an example of how resources may need to be allocated around the country to perform the required services, the following is a list of of locations and days of effort undertaken during the past year: NRL-DC: 25 days. Chesapeake Beach Detachment: 14 days. Midway Research Center: Two days. U.S.S. Shadwell: Two days. Other NRL sites did not require service during this time. This list is provided for informational purposes only, and is not to be construed to replace any requirements in the Performance Work Statement or other related documents. It is anticipated that a Request for Proposals will be issued early in 2017. Answers to this RFI will be key in shaping certain aspects of the requirement. 3. Contract Type: The Government is contemplating a solicitation of proposals for award of an indefinite delivery/indefinite quantity (IDIQ) contract, upon which firm fixed price task orders will be issued. 4. Competition Strategy - Currently contemplating full and open competition unless the results from this RFI support a set-aside of any kind. Federal multiple award schedule holders and/or small businesses are encouraged to reply. 5. Length of Award – One 12-month base year with four 12-month option years that may be exercised at the option of the Government. 6. Services Characteristics - Attached to this posting is a draft Performance Work Statement (PWS) for the effort. The Government is currently in the planning stages for this procurement and may continue to modify the language within the PWS as necessary. The attached document does not represent a final PWS. 7. Response format - The Government asks that interested parties, at a minimum, supply the following information in a Capability Statement using the following format: CONTACT INFORMATION: a) Name of Company b) Telephone Number, Fax Number, Address, and e-mail address c) DUNS Number, business size, CAGE code, and number of employees DESCRIPTION OF RELEVANT EXPERIENCE: Provide a list of any Navy, DoD, federal, state, or local contracts supported during the past 36 months with a brief description of the type of work performed. Please describe your company's ability and procedures to meet diverse and unpredictable hazardous materials service needs. OPTIONAL: In addition to the above information, input from industry detailing best practices in the following areas is welcome, as this may assist the Government in obtaining necessary services utilizing low-risk, high-efficiency procedures: a) Methods of quantifying and qualifying services required if a request for proposal (RFP) is issued. b) Streamlining of line items for services where level of effort (including labor hours and materials) may be difficult or impossible to predict due to frequently varying quantity and type of hazardous materials in use at multiple laboratory facilities around the nation, and the inability to predict accidents or spills that require an emergency response. c) Proposal evaluation factors. d) Quality assurance monitoring of contractor performance.
