- Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Uniform Services for the Florida National Cemetery located at 6502 SW 102nd Avenue, Bushnell, FL 33513. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 812332 Industrial Launderers. The Small Business Size Standard is $38.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work: Contractor shall obligated to provide all labor, supplies, materials, equipment, supervision and transportation to perform the rental, laundry, repair and weekly delivery of uniforms for approximately 45 maintenance personnel in the manner described below. All service is to be performed in accordance with the guidelines established by Federal, State and local ordinances and these specifications. The awarded contact shall cover a basic period, and four (4) options that allow the Government to unilaterally extend the contract period for 12 months. The Contractor shall provide, f.o.b. destination within consignee s premises, all requirements necessary to provide uniforms for wage employees of Florida National Cemetery. The Contractor shall be responsible for providing pants, shirts, and jackets for each employee. Material for pants, shirts, and coveralls: Shirt to be button down with name on one side and organization on the other with long shirt tails consisting of mixture of short and long sleeves of preferably a wicking material or polyester/cotton blend. Pants to be navy cargo pants of a poly/cotton twill. Jackets shall be of heavy duck material with quilted lining. All uniforms shall be freshly cleaned and repaired. Contractor shall provide each wage grade employee with 5 changes of uniforms per week and will replace items worn out at no charge. All uniforms will have a name tag (FIRST NAME) above right pocket. Name tags shall be sewn on Green patch with name in white sewn on the patch. Patch is then sewn onto the uniform. The Contractor shall provide name patch. Florida National Cemetery emblem patch (supplied by cemetery) shall be sewn on the upper left sleeve.40 wage employees are required to wear Navy cargo pants and tan or khaki shirts. Jackets shall also be navy blue. Three (3) employees are required to have light blue shirts and navy blue pants. The foreman s uniforms shall differ from the other uniforms in that two (2) employees are required to have white shirts and navy blue pants. The manner of difference shall be further coordinated with the cemetery director. Each employee shall receive 22 shirts (11 short sleeves, 11 long sleeves), 11 pants, 2 jackets. In addition Three (3) mechanics will be issued five (5) coveralls (Navy Blue). In addition the contractor shall provide a minimum of 100 clean shop towels each week. NUMBER OF EMPLOYEES MAY INCREASE OR DECREASE AT ANY TIME. IF ADDITIONAL EMPLOYEES ARE ADDED DUE TO NEW HIRES OR SUMMER HELP, COST PER EMPLOYEE WILL REMAIN THE SAME. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
