- FAR & DFAR Clauses CLIN Descriptions Performance Work Statement (PWS) This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested and a written Solicitation will not be issued. Solicitation number W911YP-17-R-2001 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-51. Interested contractors may contact MSgt Chad Heard at 801-245-2338, however emailed RFI's are preferred and should be sent to chad.a.heard.mil@mail.mil. To receive a government award, the offeror must be currently registered in System for Award Management (SAM) at www.sam.gov. Offerors are encouraged to go to the SAM database and start the registration process as soon as possible to avoid possible delays should the contractor be selected as a prospective awardee. NAICS and Set-aside: The NAICS is 561621 and the small business size standard is $20.M. Any firm that is not considered a Small Business under this NAICS code should not submit a response to this notice. Scope of Work: The selected contractor will provide and install the material required to secure eight (8) door locations with card access and one (1) door with a mechanical cipher-lock handle. All parts, labor, travel and freight will be included under the contract. Contract Type: The government anticipates awarding a Firm Fixed Price contract. Basis for Award: Award shall be made to a single offeror. Per FAR 52.212-2 Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: BEST VALUE TO THE GOVERNMENT (PRICE AND TECHNICAL EQUAL). The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. Submitting Quote: Quotes must be received by 3:30pm MST December 19, 2016. All quotes must be submitted by electronic submission to chad.a.heard.mil@mail.mil; Offers received after the exact time specified in the solicitation are considered late and may be considered if the action would not unduly delay the acquisition. All questions regarding this solicitation must be submitted to the Contracting Officer in writing (email is acceptable). Any prospective bidder desiring an explanation or interpretation of the solicitation must request it via e-mail to the Contract Officer: MSgt Chad Heard (chad.a.heard.mil@mail.mil) No Later Than: close of business on December 14, 2016. This Request for Quote is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result of a response to this Request for Quote or use of any information provided. Failure to submit information in sufficient detail may result in considering a company as non-responsive and may influence competition and set-aside decisions. Regardless of the information obtained, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement.
