- Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Grounds Maintenance Services for the Puerto Rico National Cemetery located at #50 Avenida Cementerio Nacional, Bayamón, Puerto Rico 00961. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 561730 Landscaping Services. The Small Business Size Standard is $7.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work: The Department of Veterans Affairs (VA), Puerto Rico National Cemetery (PRNC), Bayamon, Puerto Rico has the requirements for ground maintenance to include; all around ground maintenance services, sodding, transportation service, and other miscellaneous services that may be needed within the scope of this contract and in accordance with all terms, conditions, provisions, specifications, and schedules of this solicitation herein, pending the availability of funds. All quantities are estimates only. The Government is not obligated to any specified quantity, but shall be obligated to provide payments for all services requested in accordance with this solicitation. Service Required: The Contractor shall provide all labor, materials, equipment, tools, supervision and supplies to provide landscaping care and maintenance services (grounds maintenance) at PRNC. Contract period is for a base period with four (1) one-year options. Units and services to be in accordance with the Scope of Work, terms and conditions, contained in this solicitation. The offers shall include a price for each Contract Line Item Number (CLIN), a total price for the estimated quantities, and a sub total price for all estimated services in the contract base period and each option year. Unit prices shall be all inclusive containing (unit prices for materials, unit prices for labor, any labor burden or fringes, any associated travel costs, profit, overhead, and of the like). Evaluation for award purposes will be based on total aggregate price. Therefore, offerors shall submit a price for Base Year and each Option Year. Failure to submit an offer on each year may cause an offer to be found non-responsive, and be rejected. This is a requirements contract. This contract provides for an indefinite quantity within stated limits, to be furnished during the contract period with deliveries or performance being scheduled by placing orders with the contractor. General Information: 1(a) This is a service contract for cemetery grounds and facilities maintenance services at the PRNC, Bayamón, Puerto Rico. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities described herein, which are required to maintain an acceptable appearance of the cemetery grounds. All work shall be performed during normal cemetery hours of operation, currently 7:00 am 4:00 pm, Monday thru Friday excluding Federal Holidays. Work performed outside of normal work hours shall be at the discretion of the COR in coordination with the cemetery director. (b) National cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. The NCA mission is to honor veterans with a final place and lasting memorials that commemorate their services to our nation. Because of the special significance and attention the National Cemeteries receive for the public and Government Officials, strict adherence to standards and performance, contract terms and conditions are essential and will often exceed that of other comparative organizations. Therefore, potential bidders are advised to consider this in their proposal and during contract performance. Description of Services The contractor shall provide all personnel, equipment, tools, supervision, and other items and services, and offsite storage of equipment/materials necessary to ensure that grounds maintenance is performed at Puerto Rico National Cemetery in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance throughout. Services include, but are not limited to maintenance of grounds, weed eating/stick edging, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, maintenance of gravesites and headstones/markers, turf maintenance, and trash removal. All work will be done during normal Federal workdays in daylight hours. The exceptions are Memorial Day weekend and which shall be considered a work day at the cemetery. Technical Specifications: a. Contractor shall perform the specified services listed in the schedule in a professional and high quality manner and in accordance with standard horticultural practices as outlined by the Puerto Rico Landscape Contractors Association, the professional Grounds Management Society, and the Association Landscape Contractors of America. b. Contractor is required to provide appropriate uniforms for employees and to ensure each employee reports for duty with clean uniforms presenting a professional appearance. c. Contractor shall use slow releasing fertilizer applied using a granular spreader at a rate of approximately one pound or nitrogen per thousand square feet per application (1:1000). d. Contractor shall use slow broadleaf weed control at a rate of three pints per acre (3:1) and a pre-emergent crabgrass control at the horticultural recommended rate or as recommended to COTR. e. Contractor shall use chemicals that are approved by the EPA and are considered to be the safe and most effective kind. Before commencing contract performance, the contractor shall submit a list to the CO which shall include the name of the manufacturer, the brand name and the material safety data sheet (MSDS) of each of the materials intended to be used in the performance of the contracted services. Neither material nor supplies shall be used, placed, or stored on government property until the required MSDS has been provided and approved by the CO via the SED Agronomist. Program Objectives: (a) The successful Contractor shall be responsible for full management of the cemetery facilities maintenance services as described herein. The Government s objectives are described in the NCA Operational Standards and Measures provided as Attachments to this solicitation. (b) The contractor shall be responsible for: 1. Providing all grounds maintenance services including, but not limited to: Maintenance of grounds, weed eating, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, and trash removal. 2. Turf Maintenance: Proper fertilizing, weeding, sodding and seeding of turf. 3. Turf surrounding a headstone or marker is trimmed to its recommended height following floral/mowing schedule as set by COTR. 4. Trimming along buildings, street, curbs and other obstruction. 5. Stick edge around all graves markers, section markers, manholes, sidewalks, control markers, concrete pads, and road curbs. About 800 new markers are added every year. 6. Cleaning grass clippings from markers, sidewalks and paved areas, after trimming and edging. Markers shall be clean, free of debris and objectionable accumulations. 7. All un-mowed grass around markers other vertical surfaces shall be stick edged to keep the grass as the recommended height without scalping between stones or around stones 8. Will reference back to and follow the National Standards. A copy will be provided by COR. 9. Pesticide/Herbicide quality control is the responsibility of the contractor. SDS/Label will accompany applicator. Equipment with a minimum of 10 boom sprayer will be calibrated according to product specifications. Applicator is required to follow safety precautions during wind and/or when public/employees are visiting/working near site. Signage will appropriately designate area with re-entry time notated. As appropriate, reapplication is at the discretion of the COTR when control is non effective as specified by product applied as example when diluted non effective due to rainy conditions. Commercial grade power trimmers and power edger will be used to trim grass from around headstones, monuments, markers, etc. The Contractor will use trimmers with stick edger attachment to cleanly trim edges around all flat markers. Care must be taken not to chip, scratch or mark flat markers with blades. Cutting blades on edging and trimming equipment shall be kept sharp so that grass tips are properly cut not torn or damaged. All necessary equipment for this maintenance performance shall be furnished by the Contractor unless specifically stated otherwise. All cutting tools will be kept sharp and properly functioning. Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
