- The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR), intends to contract with Morningstar Inc., 22 West Washington Street, Chicago, IL 60602-1605, on a sole source basis, under authority of FAR 6.302-1, for a subscription to Morningstar Annuity Intelligence. Morningstar Inc. has been identified as the only source capable of providing the required content in an arrangement that suits the needs of the OFR. The mission of the OFR is to support FSOC in promoting financial stability by: collecting data on behalf of FSOC; providing such data to FSOC and member agencies; standardizing the types and formats of data reported and collected; performing applied research and essential long-term research; developing tools for risk measurement and monitoring; performing other related services; making the results of the activities of the OFR available to financial regulatory agencies; and assisting such member agencies in determining the types of formats of data authorized by Dodd-Frank Act to be collected by such member agencies. In order to meet the above listed missions, the OFR is establishing services to support the OFR for Morningstar Annuity Intelligence for researching the entire market of variable annuity contracts, analyze complex products and reports, and perform historical trend analysis. Morningstar Annuity Intelligence is an online tool that simplifies the process of researching variable annuity contracts, supporting suitability reviews, compliance, and sales. The Contractor provided reports must feature constantly updated, detailed and unsponsored independent information on over 2,100 active and inactive contracts to include details on contract titling, management, administration, and surrender fees, and benefits. Through market research it was determined that Morningstar Annuity Intelligence is the only known source of objective, nonsponsored, and FINRA compliant information on the entire variable annuity market. Other sources were industry sponsored sites or company sites which compared or contracted the products of the site's sponsoring companies. The identified contractor, Morningstar Inc., is the publisher and is currently the only source for subscription. No solicitation package will be issued. This notice is not a request for competitive quotations; however, the Government will consider responses received by December 18, 2016 @ 2 pm. Responses shall be submitted electronically to Purchasing@fiscal.treasury.gov, Attn: S. Gandee/B. Burnworth A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
