Description

J&A for LSC IDIQ Task Order 0007 Award under Authority FAR 6.302-1(a)(2)(iii). The National Geospatial-Intelligence Agency (NGA) is publishing this notice to announce a recent task order award to Lockheed Martin Corporation, Information Services & Global Solutions (IS&GS). (NOTE: LMC IS&GS was bought out by Leidos and a NOVATION to Leidos Innovation is in-progress.) This notice is NOT a request for competitive proposals. The Legacy Sustainment Contract (LSC), HM047615D0002, was competitively awarded to LMC IS&GS on 02 July 2015 as a Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Four (4) Year Base Ordering Period (02 July 2015 to 01 July 2019). The LSC IDIQ contract provides sustainment support for select legacy software applications (Total 25) until either retired from service or a replacement capability becomes available. These software applications fall under Foundation GeoInt (FG), Exploitation Services (ES), Structured Observation Management (SOM), Activity Base Intelligence (ABI), and Enterprise Search (ES). Task Order HM047617F0020 is the severnth task order awarded under the LSC IDIQ. The attached J&A facilitates approval to retain legacy sustainment under the incumbent contractor as a Single Award IDIQ. The statutory authority for this sole source procurement is 10 U.S.C. 2304(d)(1)(B), as implemented in FAR 6.302-1(a)(2)(iii) based on the Government conclusion that the award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. This notice is NOT a request for a competitive proposal.
