- INTRODUCTION The U.S. Army Corps of Engineers, Japan District (POJ) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this construction requirement. The intention is to procure these services on a competitive basis. This sources sought synopsis is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR FBO FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT." PROJECT TITLE FY17 MCN P325 Shore Power (Juliet Pier), COMFLEACT Sasebo, Japan PROJECT DESCRIPTION Construct transformer building to contain a new transformer bank consisting of three transformers to convert incoming 6.6kv power to 4.16 kv output. The transformer bank will include associated switchgear, buses, breakers, relays, control, and metering systems. The transformer building includes related infrastructure such as utilities to include new heating, ventilation and air conditioning systems, equipment, electrical, plumbing, fire suppression and AT requirements. Install underground feeders, additional equipment in building #405 and modify existing 6.6kv back-up feeders. LONG LEAD TIME ITEM The transformer and switchgear may take 12 months to ship, and 4 months for assembly and testing. MAGNITUDE OF THE PROPOSED PROJECT The estimated price range of this work is between Y1,000,000,000 and Y2,500,000,000. PERIOD OF PERFORMANCE The estimated period of performance is 730 days. CONTRACT TYPE The contract type is anticipated to be firm-fixed price. PROCUREMENT METHOD The U.S. Army Corps of Engineers, Japan District (POJ) anticipates the release of an Invitation for Bid (IFB) for this project. Any solicitations pursued will be intended for local sources only.
