- This is a Synopsis Notice for Grounds Maintenance services at Naval Air Station Meridian, MS; McCain Field, Meridian, MS; and Joe Williams Outlying Field, Meridian, MS. The procuring contracting office is NAVFAC Southeast, Bldg. 903, P.O. Box 30, Naval Air Station Jacksonville, FL 32212. The primary point of contact is Rebecca Jones, Contract Specialist, (904) 542-8816. The proposed solicitation number is N69450-17-R-1709. This acquisition is for grounds maintenance services at Naval Air Station Meridian, MS; McCain Field, Meridian, MS; and Joe Williams Outlying Field, Meridian, MS. All responsible sources may submit a proposal in response to the solicitation. The work will include all labor, management, supervision, tools, material, and equipment required to perform grounds maintenance services at Naval Air Station Meridian, McCain Field, and Joe Williams Outlying Field, Mississippi. This requirement is performance based. The proposed contract type is a Facilities Support Indefinite-Quantity contract. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation. The primary NAICS Code for this procurement is 561730 and the annual small business size standard is $7.5M dollars. The contract term is anticipated to be a base period of one year and four one-year option periods, for a total contract performance period not to exceed 60 months. The firm-fixed price/recurring work base year requirement will be the overall minimum guarantee. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under Federal Acquisition Regulation (FAR) 52.217-8 Option to Extend Services clause. This contract will replace N69450-14-D-5320, for similar services awarded in 2013. Information about the current contract and the incumbent contractor (e.g., value of last option exercised, firm name, address, etc.) will be included in the solicitation package. Requests under the Freedom of Information Act are not required for this information. Market research was performed in accordance with FAR 10.002(b)(2). As a result of the market research, the Contracting Officer recommended soliciting as a competitive 8(a) set-aside to the SBA 8(a) Business Development Program. The NAVFAC Southeast small business office concurs with the set-aside determination. As a result, the proposed Request for Proposal (RFP) will be issued as a competitive 8(a) set-aside. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The site visit is scheduled for Tuesday, 10 January 2017 at Naval Air Station Meridian. All Contractors must comply with the completion and submission of the Department of the Navy Local Population ID Card/Base Access Pass Registration, SECNAV 5512/1 (APR 2014) Form to gain access to the base for the site visit. The form shall be completed and submitted via email to rebecca.m.jones@navy.mil and jason.e.clayton@navy.mil by 2:00 PM EST, 29 December 2016. Only cleared Contractors will be allowed to participate in the site visit. The form is provided as an attachment to this notice. Additional details regarding the site visit will be provided in the solicitation. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. The anticipated date of RFP issuance is on or after 22 December 2016.
