Description
The United States Government, represented by the U.S. Agency for International Development (USAID)/West Bank and Gaza (WBG) intends to solicit proposals from qualified U.S. organizations interested in providing construction services for projects throughout the West Bank and Gaza. Contract(s) resulting from this solicitation will be Indefinite Delivery Indefinite Quantity Contracts (IDIQs) with Task Orders funded and awarded individually thereafter. The U. S. Government anticipates awarding approximately 4-6 contracts under the unrestricted competition and reserve one (1) IDIQ contract award for small business as a result of this Solicitation. The Agency reserves the right to award more or less awards than the anticipated number of contracts stated above. Task orders will be awarded to IDIQ contractors through a competitive, fair opportunity process as described at FAR 16.505. There is no guarantee as to the number of task orders that any IDIQ holder will receive. The maximum combined contract ceiling resulting from this RFP will be $500,000,000. Each successful IDIQ holder will be eligible to compete for task orders until the shared ceiling for all contracts is reached. The purpose of the Building Foundations IDIQ contract is to obtain services to implement Task Orders for the construction, rehabilitation and/or improvement of infrastructure works throughout the West Bank and Gaza. It is anticipated that the work, in general terms, will include the following: 1. Transportation networks such as primary and secondary roads, bridges and/or other transportation infrastructure. 2. Water systems infrastructure including supply, storage, treatment, transmission and distribution facilities, drilling and equipping deep ground water wells, and construction and rehabilitation of pump stations; 3. Solid waste infrastructure including solid waste collection, storage, management and disposal, wastewater treatment and reuse facilities. This may include new wastewater treatment plants, commissioning and start-up of the new plants, and operation and maintenance for periods to be specified in respective RFTOPs. 4. Vertical structures such as schools, clinics, health facilities, government buildings and facilities, sports facilities, warehouses, food storage facilities, youth and sports centers, and other buildings designed to benefit the public interest. 5. Electric power sector infrastructure to include alternative, sustainable and/or traditional forms of power generation (such as wind turbines, photovoltaic, solar thermal, geothermal, and fossil-fuel-fired thermal power plants), and electricity transmission and distribution systems in the West Bank and Gaza. 6. Design-Build and/or Design-Build-Operate of facilities and infrastructure in any of the sectors contemplated in this Statement of Work. Engineering studies and design work under this IDIQ contract will primarily be carried out by a separate A&E firm as described in Section C.7 of this RFP, and design capacity is not expected to represent a substantial portion of the work under this Contract. 7. Procurements identified by USAID needed to support USAID objectives that will be conducted by IDIQ contractors on a competitive basis. These may include the procurement of equipment and/or materials, including but not limited to construction heavy equipment, electrical, mechanical and any other equipment identified at a later stage by USAID. 8. Any other similar infrastructure construction activities that may emerge to further USAID development objectives in response to the rapidly evolving political environment.
