Description
Naval Air Systems Command (NAVAIR) intends to award a new order under Basic Ordering Agreement (BOA) N00019-15-G-0004 on a sole source basis with Thales Defense and Security, Inc. (TDSI). This effort is for the development of a Windows 10 Upgrade Package for the Airborne Low Frequency Sonar (ALFS) Support Equipment (SE); including the Reeling Machine Test Bench Equipment Set (RMTBES), Transducer Assembly Test Bench (TATB), and the Reeling Machine Control Set (RMCS). These upgrade packages will be used to upgrade current Fleet Support Equipment at Navy Field Activities and the Original Equipment Manufacturer (OEM). The estimated period of performance for the supplies and services to be furnished hereunder shall be 24 months from the date of contract award. This action is being awarded on a sole source basis to TDSI, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement;" because they are the only qualified source which possesses the requisite knowledge, experience and technical expertise to provide the required supplies and services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within thirty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct competitive procurement.
