- GENERAL INFORMATION: Document Type:Pre-Solicitation Notice Solicitation Number:EA-133W-17-RP-0101 Posted Date:December 5, 2016 Current Response Date:January 29, 2017 Set Aside:Small-Business Set-aside CONTRACTING OFFICE ADDRESS: U. S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), 200 Granby Street, Room 815, Norfolk, VA 23510 Synopsis: The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) on behalf of the National Weather Service (NWS) has a requirement for direct field maintenance support, depot maintenance and logistic support for the NWS's NOAA Weather Radio (NWR) transmitter systems. This requirement also includes help desk and preventative maintenance support for the NOAA Weather Wire Service (NWWS) satellite ground terminal sites located at various geographic locations in the United States. The Government anticipates awarding a single award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) and Time-and-Material (T&M) provisions based on a best value basis using Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, procedures. The non-price evaluation factors will be as follows: 1.Technical and Management Approach 2.Past Performance The period of performance of this procurement will be for sixty months from date of award. The anticipated date of award is May 18, 2017. The solicitation will be competed as an unrestricted requirement. The North American Industry Classification Code System (NAICS) code for this procurement is 811213- Communication Equipment Repair and Maintenance and the corresponding size standard is $11 Million. All responsible and fully responsive businesses may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as an IDIQ contract with FFP and T&M provisions. A Request for Proposal (RFP) solicitation will be made available for download on or about December 20, 2016 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Proposal (RFP) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Electronic submission of the contractor's quote is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated due date for offers is January 29, 2017; however, the actual date offers are due will be stated within the solicitation documents.
