- JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY Contracting Activity: Naval Facilities Engineering Command Southeast (NAVFAC SE), Integrated Product Team South Atlantic (IPT SA), with offices at Naval Air Station (NAS) Jacksonville, Florida. Requiring Activity: Navy Undersea Warfare Center Detachment, Atlantic Undersea Test and Evaluation Center (NUWC DET AUTEC), at Andros Island, Bahamas. Description of the Action Being Approved: Modification to increase the capacity of the Global Contingency Construction Multiple Award Contract (GCCMAC) Task Order (TO) N62470-13-D-6022-JM01 by $2,950,000.00, from $650,000.00 to $3,600,000.00. TO, awarded on 19 October 2016 to URS Group, Inc, 1600 Perimeter Park Dr. Ste. 400, Morrisville, NC 27560-8421, for Hurricane Matthew Recovery at NUWC DET AUTEC, Andros Island, The Bahamas. Description of Supplies/Services. The proposed modification includes providing all labor, material, equipment, supervision and insurance required to repair buildings 1206, 1602, 1684, 1604, and 1701 at AUTEC for stabilization and continuity of base operations. The work to be provided under this modification includes: Repair of building structure and roof framing system, Repair of the roof and moisture proofing system of the affected buildings, Repair of all damaged windows and doors, Dry and dehumidify building interior finishes (interior partitions, carpet, floor, etc.), Replace all irreparable interior finishes, Interior mold remediation, and Selective demolition and disposal of all irreparable material. Requirements will be further defined by the Contracting Officer during the execution of the Work. Contractor may be directed to provide temporary repairs in order to avoid further damage to building interiors, like covering roofs with tarp and boarding up doors and windows, until permanent repairs are in effect. Work in some of the facilities affected requires special security procedures that affect work productivity. Below is an initial assessment of damages identified by the NAVFAC SE team and provides the order of precedence of work to be performed: Priority 1 “ Dental Clinic (BLDG 1206) - Major Roof Repairs, Priority 2 “ Network Operations Center (BLDG 1701) - Major Roof repairs, Asbestos abatement, Major Structural repairs, Priority 3 - Range Support Shop with Cranes (BLDG 1602) - Major Roof repairs (fiberglass panel roofing and horizontal roll roofing), Asbestos abatement, Lightning protection system needs to be replaced 100%, Partial interior ceiling replacement, Priority 5 “ Torpedo Post-Run Testing Facility with Cranes (BLDG 1684) - Roof repairs, HVAC repairs, Interior repairs, Exterior repairs, Priority 6 “ Command Control Admin (BLDG 1604) -Roof repairs, Siding and flashing repairs, Door repairs. Statutory Authority Permitting Other Than Full and Open Competition: FAR 16.505(b)(2)(i)(A) The agency need for the supplies or services is so urgent that providing fair opportunity would result in delays. FAR 16.505(B)(2)(i)(A) indicates that when the agency ™s need for the supplies or services is of such urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals when using a multiple award indefinite-quantity contract and full and open competition need not be provided for. The approval requested herein is for actions required to preserve the structure and contents of the buildings referenced above from further damage after they were severely affected by the passing of hurricane Matthew. The current GCCMAC contingency construction contractor has already contributed to the damage assessment performed after the hurricane, is familiar with the work to be performed, has been vetted through the base security process and has the required clearances needed to perform work throughout the entire base.
