Description
Request for Information (RFI) Command, Control, Communications and Computer (C4) Support 1.0 General: PEO- Enterprise Information Systems (EIS) Technology Applications Office (TAO) is seeking sources that can provide various Command, Control, Communications and Computer (C4) functions on behalf of the United States Government (USG). The C4 functions will require Continental United States (CONUS) support and may require Outside Continental United States (OCONUS) support. Responders shall have a Top Secret Facility clearance with at least Secret storage. Performance under this effort will require individual participants to have a Top Secret (TS) security clearance based on a Tier 5 (Single Scope Background Investigation (SSBI)) with Sensitive Compartmented Information (SCI) eligibility. Most work at Government locations will take place within secure office buildings with controlled access areas. These personnel may work with classified information and may require access to Sensitive Compartmented Information Facilities (SCIFs). The following are the required C4 functions: • Integration, production, training, and lifecycle sustainment support • Test and Evaluation Support • Systems Analysis Support • Systems Integration Support • Operational Systems Support 1.1. Location & Work Environment: The place of duty for this requirement will be primarily in Virginia, Maryland, Washington DC, and North Carolina but is not limited to these areas. Occasional travel will be required and this may include OCONUS destinations. The remaining locations are within the continental United States (CONUS) where occasional travel will be required. Request for Information Response: The Capabilities Statement shall be clear and concise and shall include the following: Organization name and address, e-mail address, point of contact, business size, telephone number and CAGE code. Responses shall be limited to 20 pages total including any cover page(s). Font is to be no greater than 11 point in size. Parties purporting to have the requisite credentials must furnish capability statements in writing to include their capabilities information including experience and familiarity with providing the stated services within this RFI. Marketing material is not a sufficient response to this Request for Information (RFI). In addition to your statement of capabilities, please provide contract references in the past five years relevant to the requirement to include: contract number, agency supported, whether or not you were a prime or subcontractor, delivery date or period of performance, original contract value, final or current contract value, technical monitor with phone/fax number, POC with current phone/fax number, and a brief description of the effort. Company brochures are not desired. All capabilities statements are to be submitted in electronic response in a Microsoft Office Word format or a Portable Document Format. Submissions to this RFI shall be submitted not later than December 21, 2016 and will be submitted to: Primary Point of Contact: herbert.m.payne.civ@mail.mil 1.2. Response Sequence: The Government requires that all responses to this RFI be completed in chronological order of all sub-paragraphs beginning with sub-paragraph 2.1 and ending with sub-paragraph 2.5.4. Each sub-paragraph and bullet statement must be addressed within the vendors' submission to this RFI. 2.0. Requirements: The Contractor shall be required to provide information on their experience for the following needs: 2.1. Integration, production of Commercial Off-the-Shelf Non- Developmental Items (COTS NDI), training, and lifecycle sustainment capabilities. 2.1.1. Integration, production of COTS NDI, training, and lifecycle sustainment support on C4 Communications and Electronic Systems for tactical/vehicular/shipboard and aircraft platforms. 2.1.2. Integration, production of COTS NDI, training, and lifecycle sustainment support of enhanced vision systems, concealed weapons detection systems and non-lethal weapons to support tactical and vehicular communication systems. 2.1.3. Integration, production of COTS NDI, training, and lifecycle sustainment support of wireless enabled ruggedized computers and ruggedized portable secure (Type one encryption) and protected (commercial encryption) wireless networks for harsh environments. 2.1.4. Integration, production of COTS NDI, training, certification, and lifecycle sustainment support of Roll-On Mobile communications and electronics shelters for aircraft platforms, and integrate sensor and detection equipment into aircraft systems. 2.1.5. Develop life cycle sustainment programs on C4 communication systems and electronic systems for tactical/vehicular/shipboard and aircraft platforms. 2.1.6. Repair and or replace malfunctioning equipment on C4 communication and electronic systems. 2.1.7. Review Government furnished specifications and system level drawings. Develop draft documentation (including technical manuals) for designated C4 communication systems and electronic systems. 2.1.8. Develop training materials for new equipment and sustainment training for designated C4 communication systems and electronic systems. 2.1.9. Integration, production of COTS NDI, training, and lifecycle sustainment support on multi-touch systems. 2.1.10. Integration, production of COTS NDI, training, and lifecycle sustainment support for video wall and audio systems. 2.1.11. Integration, production of COTS NDI, training, and lifecycle sustainment support for Full Motion Video (FMV) 2.1.12. Integration, production of COTS NDI, training, and lifecycle sustainment support for building communications infrastructure. This facilities maintenance would be in locations both CONUS and OCONUS. 2.2. Test and Evaluation Support. 2.2.1. Provide recommendations for improvements on integration and maintenance of communication & equipment systems, subsystems, or components. 2.2.2. Participate in Government conducted technical testing in accordance with designated test procedures on C4 communication systems and electronic systems for both fixed and tactical vehicular/shipboard and aircraft platforms. This shall include in-plant, on-site, or local testing at various CONUS locations and potentially OCONUS designated locations. 2.2.3. Contractor shall have an aircraft readily available to test and evaluate aircraft communication platforms under in-flight conditions. "If the contractor does not have a test aircraft; the contractor shall provide a plan to have access to such an aircraft which includes a teaming agreement and aircraft capabilities with their aircraft provider." 2.3. Systems Analysis Support. 2.3.1. Perform investigation of alternative communications systems and equipment. Evaluate system configuration and compatibility, system and equipment design concepts, and operational performance. 2.3.2. Prepare draft technical documentation for the design, development, integration, test and evaluation of systems and equipment. 2.3.3. Perform analysis of software applications. Evaluate new software to determine compatibility with existing software. Evaluate software programs and provide analysis against operational parameters. 2.4. Systems Integration Support. 2.4.1. Perform system and equipment integration in accordance with Government approved documentation, drawings, test plans and procedures. 2.4.2. Provide technical support during the integration of hardware and software systems or subsystems. 2.5. Operational Systems Support. 2.5.1. Provide technical support on C4 communication systems and electronic systems for both fixed and tactical vehicular/shipboard and aircraft platforms. 2.5.2. Provide configuration management on C4 communication systems and electronic systems for both fixed and tactical vehicular/shipboard and aircraft platforms. 2.5.3. Provide training support on C4 communication systems and electronic systems for both fixed and tactical vehicular/shipboard and aircraft platforms. 2.5.4. Provide system hardware and software documentation, including system operator manuals, equipment maintenance manuals, operator guides, and operating system software. 3.0. Constraints. The following are some of the constraints that impact the performance of the service under the C4 Support RFI: • Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility. • TS Facility Clearance with a minimum of Secret Storage. • Access to secure Government installations including at the S and TS/SCI levels. 4.0. Submission. This information shall be used for market analysis to determine what currently exists. This notice should not be construed as a request for proposal or any obligation on the part of the U.S. Government. No award will be made from this RFI. No telephone calls and/or request for solicitation information will be accepted or acknowledged. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this Request for Information (RFI). This RFI does not constitute a request for proposal, nor should it be considered as a commitment on the part of the Government. By submitting information in response to this RFI, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity to which PEO-EIS TAO releases and/or disseminates the information for review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. No phone calls or request for a solicitation will be accepted or acknowledged. Any information submitted by respondents to this notice is strictly voluntary. The Government reserves the right to reject, in whole or part, any contractor input resulting from this RFI. The information resulting from this RFI may be included in an RFP, which may be released via the fbo.gov portal and Army Single Face to Industry (ASFI) FedBizOps.
