- ****PLEASE CONTACT RAYNE IVEY/ARCS IN WRITING AT RAYNE.L.IVEY@NASA.GOV TO SUBMIT ANY CONSIDERATION PERTAINING TO THIS SYNOPSIS. CONTACT INFORMATION CAN ALSO BE FOUND WITHIN THE BODY OF THS ANNOUNCEMENT **** NASA/MSFC has a requirement to line and cast the Solid Rocket Test Motor V – Insulation 2 (SRTMV-I2) subscale motor and to perform required inspection tasks. NASA/MSFC intends to purchase this service from Orbital-ATK (OATK) Launch Systems, Inc. on a sole source basis. OATK has a unique casting process that will be utilized by the Government to satisfy this requirement. OATK will also be providing propellant that will be used in this test motor. The propellant being furnished is a proprietary formulation and the manufacturing process is specific to this contractor and to the application of this program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12/12/2016 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
