Description
The National Institute on Drug Abuse (NIDA) intends to negotiate with Kelly Services Inc. (999 West Big Beaver Road, Troy, Michigan 48084) to modify their existing IDIQ contract to increase the overall contract ceiling by an additional $27,200,000, in support of Contract No. HHSN271201500007I. The period of performance will remain unchanged with an ending date of April 5, 2018. It is essential that these services continue uninterrupted with no breaks or delays. Contract HHSN271201500007I for Scientific, Technical and Other Professional Support Services provides the following services to the National Institutes of Health (NIH): •· Scientific research support in a wide variety of healthcare related areas. •· Professional/executive support to the NIH research effort. •· Information Technology support to the NIH research effort. •· Healthcare support to the NIH research and patient contact effort. •· Clinical research support to the NIH research. •· Industrial and facility maintenance support to the NIH research effort. There are several factors driving the need for an increase in the overall contract ceiling: The objective of this proposed modification action is to increase the current IDIQ ceiling of the Scientific, Technical and Other Professional Support (STOPS), contract number HHSN271201500007I, from the current ceiling of $585,125,274 to a new proposed ceiling of $ 612,235,274 representing a ceiling increase of $27,200,000 to cover the period of January 2017 to approximately April 5, 2018. This proposed increase in the level of effort is based on the following: 1) There has been new and continuing growth in the need for scientific researchers at the National Institutes of Health (NIH) in such critical public health areas as Ebola, Zika, Cancer, Alzheimer's Research, and the Brain Initiatives. It is critical that these researchers be retained in order to continue ongoing research projects; 2) The requirement for scientific researchers has grown historically at a rate of 12% annually, beyond what was originally anticipated when the contract was awarded. Specialized scientific researchers with the appropriate experience and expertise have historically been a difficult category to recruit and the current contract was designed to provide a benefits package to both attract and retain the most qualified scientists; 3) As Contractor personnel continue to perform under the contract, adjustments must continually be made to the assigned CLIN to more appropriately classify them in accordance with the STOPS Labor Category Catalog. These adjustments require an increase the ceiling by an additional $1.2 million; and 4) Currently there are insufficient contract vehicles to support the growing requirements for scientific researchers at the NIH. For this work to be provided by anyone other than the current Contractor during this limited amount of time would not only necessitate a duplication of costs already incurred in the existing contract, but given the amount of time required to award a new contract vehicle, would not be in place in time to address the pressing needs of the NIH. A follow on acquisition is in the process of being planned to be re-competed to continue services after this current contract expires on April 5, 2018. Capability statements are not being accepted for the re-competition, as an announcement was previously posted on 7/29/2016. Interested parties should monitor FBO for an upcoming notice regarding that future acquisition competition. The North American Industry Classification System (NAICS) is 541690 and the Product Service Code (PSC) is R408. NIDA intends to issue a supplemental modification to the aforementioned contract after fifteen (15) calendar days from the date of this notice, pursuant to Authority 41 U.S.C. 3304(a)(i) as set forth in FAR 6.302-1, only one responsible source. THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, all responsible sources may submit a capability statement which shall be considered by the agency. Any capability statements submitted as a result of this notice must be submitted not later than December 23, 2016 at 12:00 noon. Capability statements will not be returned and will not be accepted after the due date. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government.
