- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Submit offers on NIAID-RFQ17-1822274. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-92, dated November 18, 2016. The associated North American Industry Classification System (NAICS) code for this procurement is 561312 with a small business size standard of $27.5M. This requirement is set aside for small business. The National Institute of Allergy and Infectious Diseases (NIAID) is seeking the services of an experienced dedicated executive search firm, with established experience in pharmaceutical and biotechnology personnel recruitment. Vendor will be required to identify and recruit a suitable/qualified individuals in the pharmaceutical or vaccine development sector who will serve as the private sector equivalent of Vice President for Vaccine Manufacture and Licensure. This position is listed as Senior Scientist (non-tenure) to serve as the head of the Vaccine Production Program. Position description is attached. Period of Performance: 60 Days. NIAID will evaluate all quotes/proposals to determine the best value to the government. NIAID will make a Best Value Determination based on the capability of each offeror's quote to meet the requirements in this solicitation, past performance, providing the proposed service in a timely manner, and reasonable price. The Government's objective is to obtain an experienced vendor in these matters to achieve the project objectives, with a realistic and reasonable cost. Past performance non-price factor is considered equal and is more important than price. In the event quotes are evaluated as equal in past performance, price or cost will become a major consideration in selecting the successful Offeror. Vendor must provide the following information: (1) Please provide no more than five contracts that your company has performed within the last three years that are of comparable complexity and scope in regards to recruitment of senior pharmaceutical and biotechnology personnel. (2) Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. This is an open-market combined synopsis/solicitation for Senior Scientist Recruitment as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes should include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
