Description
The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Greenbrier County, West Virginia. The project focuses on restoring and stabilizing approximately 350 feet of stream bank on two sites, on a tributary of Monroe Draft and Howard Creek in Greenbrier County, West Virginia. Loose Rock Riprap will be installed to stabilize and protect the stream bank. Disturbed areas will be graded to provide positive drainage, and seeded and mulched to provide permanent vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on December 20, 2016. Bids will be due on Friday, January 20, 2017 at 11:00 a.m. A site showing to review the site is being planned for Wednesday, December 21 at 11:30 a.m. Participants should plan to meet at the Lynch Field Park, 292 Memorial St., White Sulphur Springs, West Virginia. Performance time will be calendar 21 days Magnitude of proposed construction: $100,000 - $250,000 All questions should be provided in writing to Laureen Eipp; laureen.eipp@wdc.usda.gov. All questions should be submitted no later than January 6, 2017. Responses to questions will be posted to this site on January 9, 2017.
