Attachment 1 - Performance Work Statement Attachment 3_Sunshade Relocation Pictures Ramp 7 Attachment 2_Wage Determination This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87 and DFARs Change Notice (DCN) 20160226 and AFFARS AFAC 2015-1001. NAICS is 332311 size standard 750. Simplified Acquisition Procedures will be followed. Edwards AFB, CA AFTC/PZIEB, intends to solicit, negotiate and award a requirement for Total Small Business Set-Aside (100%) on the purchase of Relocation/Reassemble of Sun Shelter at Bldg. 1864, Ramp 12, Bldg. 1881 and 1874 (Ramp 11 & 12) and reassembled at new RAMP 7. Three (3) each Removal and Reassemble of Sun Shelter located at Bldg. 1864, (Ramp 12), Bldg. 1881 and Bldg. 1874 (Ramp 11 & 12) is to be reassembled at new RAMP 7 (see drawing attachment 3) for the following: The current Sunshades at Bldg.'s 1864, (RAMP 12), 1881 (RAMP 11) and 1874 (RAMP 11) are to be re-located to RAMP 7. Sunshades shall be disassembled at RAMP's 11 & 12 and reassembled at new RAMP 7 location. Contractor shall provide an AE assessment, at the new Ramp 7 location, for the existing concrete pavement condition that will be supporting a Sunshade and calculation for an anchor bolts (with wet stamp and wet signature). Actual location of the sunshade shall be adjusted so anchor bolts have a minimum edge distance of 6 inches from a crack control joints. Sunshade should have 2 ft. between its neighboring Sunshades. The old, removed Sunshade covers and all other used hardware are the responsibility of the contractor to dispose at an off-base refuse facility of the contractors' choice. New Sunshade covers, protective sleeves, and hardware are to be supplied by the contractor. This PWS serves as a tool for recording customer requirements, ensuring that these requirements are met, and evaluating the project design during construction. The overall objective is to establish a plan of action for defining and achieving desired results and goals. Provision at 52.212-2, Evaluation-Commercial Items (Oct 2014). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the specifications). The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). Only one award will be made under this solicitation. (ii) technical capability of the services offered to meet the Government requirement; Technical evaluation will be based on the attached Performance Work Statement (Attachment 1), the Contractor shall be Big Top Shelter certified and provide an AE assessment, new Sunshade covers of correct size, design and color, new yellow protective cable sleeves, new hardware, a minimum 10 year warranty, use existing legs, framing structure and APU deflector, use correct concrete anchoring, a certified LPS, and dispose of old covers and hardware at an off-base refuse facility of their choice.
