- The Federal Bureau of Prisons, Community Treatment Services Contracting; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Sex Offender Treatment Services in Charleston, West Virginia. The location where services are to be provided should be accessible by local transportation, within 10 miles of the United States District Courthouse located at Robert C. Byrd United States Courthouse, 300 Virginia Street, East, Suite 2400 Charleston, WV 25301 and must be located within a 0.5 mile walk from community base transportation. Performance periods under this contract will be for a one-year base period to begin on April 01, 2017 with a one (1) one-year option renewal period with service ending (if all options are renewed) on March 31, 2019. The services required for this contract include a Base Year and Option Year One respectively. The Following services are required and may be sub-contracted to another licensed contractor. Base Year: Estimated Number of Inmates = 15 Sex Offender Treatment Services: Administration Fee (one per authorized inmate) for 0 inmates = 0 assessments Client Transportation Expenses (30 minutes = 1 unit) 100 units (per inmate) x 15 = 1500 units Sex Offender-Specific Evaluation and Report (30 minutes = 1 unit) 1 units (per inmate) x 15 = 15 units Penile Plethysmograph and Report (Two per inmate) for 15 inmates = 30 units Polygraph Exam and Report = 1 report per authorized inmate x 15 inmates = 15 reports Abel Assessment for Sexual Interests (one per inmate) for 15 inmates = 15 units Individual Counseling (30 minutes =1 unit) 48 units per inmate for 15 inmates = 720 units Group Counseling (30 minutes =1 unit) 72 units per inmate for 15 inmates = 1080 units Family Counseling (36 visits per inmate) for 15 inmates =540 monitoring visits Option Year: Estimated Number of Inmates = 15 Sex Offender Treatment Services: Administration Fee (one per authorized inmate) for 0 inmates = 0 assessments Client Transportation Expenses (30 minutes = 1 unit) 100 units (per inmate) x 15 = 1500 units Sex Offender-Specific Evaluation and Report (30 minutes = 1 unit) 1 units (per inmate) x 15 = 15 units Penile Plethysmograph and Report (Two per inmate) for 15 inmates = 30 units Polygraph Exam and Report = 1 report per authorized inmate x 15 inmates = 15 reports Abel Assessment for Sexual Interests (one per inmate) for 15 inmates = 15 units Individual Counseling (30 minutes =1 unit) 48 units per inmate for 15 inmates = 720 units Group Counseling (30 minutes =1 unit) 72 units per inmate for 15 inmates = 1080 units Family Counseling (36 visits per inmate) for 15 inmates =540 monitoring visits Six Month Extension: Estimated Number of Inmates = 7 Sex Offender Treatment Services: Administration Fee (one per authorized inmate) for 0 inmates = 0 assessments Client Transportation Expenses (30 minutes = 1 unit) 50 units (per inmate) x 7 = 350 units Sex Offender-Specific Evaluation and Report (30 minutes = 1 unit) 1 units (per inmate) x 7 = 7 units Penile Plethysmograph and Report (One per inmate) for 7 inmates = 7 units Polygraph Exam and Report = 1 report per authorized inmate x 7 inmates = 7 reports Abel Assessment for Sexual Interests (one per inmate) for 7 inmates = 7 units Individual Counseling (30 minutes =1 unit) 24 units per inmate for 7 inmates = 168 units Group Counseling (30 minutes =1 unit) 36 units per inmate for 7 inmates = 252 units Family Counseling (18 visits per inmate) for 7 inmates =126 monitoring visits The services shall be in accordance with the Federal Bureau of Prisons Community Treatment Services most recent Statement of Work dated February 2012- No Masters Required, Revision 02, December 2015, PSB. The request for quote will be available on or after December 20, 2016 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about January 9, 2017. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The Bureau anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
