- Description This is a Request for Information (RFI) only released pursuant to Federal Acquisition Regulation 15.201(e). This is NOT a request for quotes and in no way obligates the Government to award any contract. The United States Marshal Service (USMS), District 79, in Houston Texas, is conducting Market Research to determine vendors capable of outfitting new USMS vehicles with Sirens, Loud Speakers, Emergency Lighting, Reflectors, Gun Vaults and all associated wiring. Specific parts are outlined below. The vehicles being equipped will vary in make and number, but will be 2017 Chevy Traverse, 2017 Ford Explorer, 2017 Dodge Durango, 2017 Ford Interceptor SUV, 2017 Dodge RAM 1500, and a 2017 Dodge Caravan. An estimated total of 30 vehicles will be required to be outfitted. The locations of the installations will be in Houston, Laredo, McAllen, Corpus Christi, Victoria and Brownsville TX areas. The USMS goal is to enhance safety, operations, and sustainability of operations. This RFI is for information and planning purposes only and is not to be construed as a commitment by the Government. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. The USMS currently uses Motorola components within its vehicles. The use of the other than Motorola equipment and wiring is required unless a vendor can provide other equipment that is fully compatible with Motorola products. The USMS would need to make a capability determination. The following information is representative of the components required for these vehicles: - Installation of Sirens, Loud Speakers, Emergency Vehicle Lighting, Reflectors and all associated wiring needed to complete the installation on the vehicles for operational use. - Level III 5 ft depth upper drawer with simplex lock and key override - Level III Single drawer 11 ft poly vault for with key override locks designed to be used with metal-hinged floor CP-UV-CARGO-MNT space access - Rear cargo floor with gas strut supports for spare tire access, if required for spare tire access. After the review of the responses to this RFI, and if the USMS still plans to proceed with the acquisition, a solicitation announcement or special notice will be published on the Federal Business Opportunity (FBO) website. Responses to this RFI are not adequate response to any future solicitation announcement. Responses to this RFI are NOT a request to be added to a prospective offerors list or to receive a copy of any solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Telephone responses will not be accepted in response to this RFI. Correspondence must include a company point of contact, phone number and email address. At the discretion of the Contracting Officer, the USMS may use all or part of any suggestions or questions received in future correspondence regarding this acquisition. The original author will not be identified. The USMS may consider the information provided by qualified suppliers in the development of acquisition documents and planning for the installation of the Emergency Lighting and Gun Vault installation. It is requested that any vendor that can perform the installation of Emergency Lighting and Gun Box Installation on Law Enforcement Vehicles within the South Texas region submit a response as to their ability to perform and any suggestions they may have on the installation of this type of equipment. Any vendors who may be selected form a possible solicitation must be registered in the System for Award Management (SAM). Registration is free and can be made at WWW.SAM.GOV. Closing date and time for receipt of response is December 16, 2016, 4:30 p.m., CST. However, responses received after this closing date and time may still be reviewed by the USMS and used to develop the acquisition strategy.
