SAMPLING TASKING SAMPLE TASKING SAMPLE TASKING SAMPLE TASKING SAMPLE TASKING SOW SAMPLE TASKING SAMPLE TASKING INTERNET ANTI-CENSORSHIP CIRCUMVENTION TOOL THIS IS A SOURCES SOUGHT/RFI. This SS/RFI is issued solely for information and planning purposes. It does NOT constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), a promise to issue a formal acquisition or Broad Agency Announcement (BAA), or an obligation on the part of the Government to acquire any products or services. This SS is being issue to seek additional contractors in support of our current Basic Order Agreement (BOA) for the Agency Anti-Circumvention initiative. The information provided in this SS/RFI is subject to change and is not binding on the Government. BACKGROUND: The Broadcasting Board of Governors (BBG) is an independent federal government agency that oversees all U.S. civilian international broadcasting. The BBG's multimedia and multilingual broadcast networks reach a weekly audience of more than 165-million people in 100 countries-- many where media is tightly controlled. Using a variety of tactics, including broadcasting on multiple frequencies and providing access to proxy servers, BBG broadcasters help audiences circumvent government controls to access information. Through innovation, the BBG, and the International Broadcasting Bureau (IBB) which oversees daily operations of the agency, are opening Internet gateways for netizens in denied cyber environments around the world. Our team employs state-of-the-art techniques and works with global partners to research, develop and promote effective anti-censorship technology. This Statement of Work defines duties the Contractor shall perform to further the BBG's Internet Anti-Web Censorship Program. The BBG is seeking Web monitoring software/hardware for remote testing of URLs to verify BBG content is being served to audiences in unmodified form. The end-to-end solution will also support daily reporting to individual BBG Language Services, as well as metrics for long term tend analyses. Lastly, the Contractor shall supply a network access system that permits the BBG to circumvent geographic blocking of IP addresses and URLs. These URLs are necessary for on-line research purposes by BBG Language Services. The objective of this SS/RFI locate potential sources that can provide an Internet Censorship Circumvention Tools and services. All interested parties shall submit a capability statement and respond to sample tasking to include estimation of price for circumvention tool. The primary supplies and or services required under this requirement relates to state-of-the art, extremely specialized information technology (IT) software and systems for circumventing Internet censorship by foreign governments, and require active, ongoing maintenance and support throughout the term of a specific Tasking by the Contractor to ensure required service levels. The Contractor shall provide services defined in one or more of task areas in accordance with attached Statement of Work. Contractor can proposed on one or more task areas or all task areas. Contractor shall submit proposal on task area based on their qualification to successfully performed work as described. Sample Tasking as provided in attachment is to obtain estimation of pricing. REQUESTED INFORMATION: The Capabilities Statement must address the following information: 1. Please provide solution to attach sample task and an estimated of your cost for the solution. Response is due no later than 12/16/2016 2:00pm EST, responses shall be limited to 20 pages and submitted via e-mail Diane Sturgis at dsturgis@bbg.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. QUESTIONS: Questions regarding this announcement shall be submitted in writing by e-mail to the Diane Sturgis, email address at dsturgis@bbg.gov by 12/07/2016. Verbal questions will NOT be accepted. SUMMARY: THIS IS A SOURCES SOUGTH to identify sources that can provide [Internet Anti-Web Censorship Circumvention Tool]. The information provided in the SS is subject to change and is not binding on the Government. The BBG has not made a commitment to procure any of the items discussed, and release of this SS should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
