Description
IDEA Lab Pilot Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Immediate Office of the Secretary (OS-IOS) intends to sole source to: Pairin, Inc 3461 Ringsby Ct Denver, CO 80216 The purpose of this procurement is to conduct a pilot project that enables IDEA Lab to make available a self-assessment of entrepreneurial preferences and behavioral attitudes that may inform their collaborations with IDEA Lab through its innovation programs (Ignite Accelerator, Ventures, Entrepreneur-in-Residence, and Innovator-in-Residence). The IDEA Lab in the Immediate Office of the Secretary is in need of data and analysis to support and evaluate its innovation programs. This acquisition is to address individual innovator characteristics to assist with coaching and team development of project participants. In addition, analysis of the cohorts of innovation program will enable characteristics compared to non-federal innovators to demonstrate ability to recruit innovators from outside government with highly entrepreneurial features. The programs of the HHS IDEA Lab have a need for self-assessment and facilitated coaching assessment capabilities conduct an evaluation include the Ignite Accelerator, Ventures program, and Innovator- and Entrepreneur-in-Residence program. We are proposing to use the service in a one year pilot project to evaluate the accuracy and applicability of the tool and data to enhance our program effectiveness. IDEA Lab has identified the Pairin Readiness Management System (PRMS) as a unique tool that addresses a range of innovation assessment needs. The commercial software as a system application fulfils our needs as it has been developed to address critical areas of assessment of personal behavior attributes. HHS is seeking to acquire access to a platform customized to a website for IDEA Lab projects that will be used to support user access to the Pairin software, Pairin Readiness Management System (PRMS). This program is developed on the basis of a platform created by Drs. Harrison Gough, and Alfred Heilbrun of University of California-Berkley known as the Adjective Check List, a tool known for assessing personality and perceived psychological tendencies. The tool has been applied extensively in entrepreneurship training and education settings to facilitate coaching and team development. Pairin will also provide training to the HHS IDEA Lab program staff and mentors on the interpretation of the reports. Pairin will also support program level analysis and relate them to their commercial database of entrepreneurship. Pairin's Behavioral Testing is based on Dr. Harrison Gough's Adjective Check List (ACL). The ACL is a norm-referenced standardized test consisting of 300 adjectives and adjectival phrases commonly used to describe a person's behavioral attributes. The ACL is unique in that the required number of items checked is unspecified so adjectives selected are ones that are salient for the person being evaluated. It may be administered for a multiplicity of purposes including, but not limited to, eliciting a self-evaluation from an individual. The testing tool is based on research results and data related to the reliability and validity of the ACL. Drawn from a sample size of 9,382 individuals and normalized over fifteen years, the information in this document includes reliability and validity data based on the current normative sample, an explanation of the points of application, and a summary of findings related to EEOC compliance. The testing system has been validated in an array of entrepreneur settings including education and technology development. It has been deemed suitable as a valid test to assess entrepreneurship capabilities, facilitate coaching and project management capabilities. IDEA Lab has assessed this tool and found that it has well-developed capabilities and that the team of subject matter experts are poised to assist its use in IDEA Lab programs. We have not identified other data application sources that can relate innovator assessment to meet these needs. This is not a solicitation for competitive proposal.
