Huntington, West Virginia Cerner Lab Upgrade Request for Information 2 Huntington, West Virginia Cerner Lab Upgrade Request for Information December 1, 2016 Introduction This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA s requirements to update VA s current Cerner Millennium Release application functionality, from the code level 2010 to the latest monthly service packages available for code level 2015 or the most current supported secure VA approved TRM year and version at the time the project begins and/or will deploy to production. The Contractor shall provide support services to include subject matter expertise, configuration management, system customization, configuration, testing, deployment, training, and warranty. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Please provide responses to the questions below and any additional comments or information to clearly identify your capabilities to update VA s current Cerner Millennium Release application functionality, from the code level 2010 to the latest monthly service packages available for code level 2015 or the most current supported secure VA approved TRM year and version at the time the project begins and/or will deploy to production. Partial responses are acceptable, but the Government is seeking as much information as possible during this market research activity. Are you able to comply with FAR 52.219-6 and 52.219-14 in completion of this effort? Do you anticipate proposing as a prime contractor? Will you be using subcontractors for this effort? Please identify existing contract vehicles, if any, to procure the required solution/equipment/services. Please indicate if any of the items would be considered open market items. Rough Order of Magnitude Pricing Provide a Rough Order of Magnitude (ROM) for the pricing to accomplish the requirements detailed in the draft PWS document.
