Description
Request for Information Recovery/Settlement of Payments Made as a Result of Defective/Improperly Prescribed Pharmaceutical Products Purpose The South Carolina Department of Health and Human Services (SCDHHS) is seeking information and feedback on a potential solicitation. SCDHHS is interested in exploring the possibility of entering into a contract to seek recovery or settlement for certain payments for health care services or treatment to Medicaid beneficiaries injured or expected to require future necessary medical services or health care treatment as a result of defective or improperly prescribed pharmaceutical products. These defective or improperly prescribed pharmaceutical products are expected to be those for which multi-state settlements have been paid. This document is not an RFP. The State is not seeking proposals at this time. Submission Request SCDHHS requests answers to the specific items below. Respondents are asked to format and organize their responses based on the numbering below so that the State can easily review the responses. SCDHHS has also provided an opportunity to respondents to offer additional comments and considerations as part of Item G. Respondents shall not provide general marketing material or other generic information unless it specifically supports one or more of the items. Please respond to as many items as you are able. A. SCDHHS wants to understand what requirements would best accomplish its goals, meaning those tasks a contractor would need to complete to successfully perform these functions. B. SCDHHS wants to understand what minimum qualifications would be necessary for a contractor to successfully perform these functions. C. SCDHHS wants to determine if there are contractors who have entered into arrangements with other State Medicaid agencies to perform these functions and, if so, in which States. D. SCDHHS wants to understand what information or data access the contractor would need to perform the necessary tasks. E. SCDHHS wants to determine whether this scope of services would require legal representation of the State/State Agency to effectuate such a program. F. SCDHHS wants to understand the best pricing methodology for this scope of services, such as a monthly retainer, contingency fee, some combination thereof, or any other methodology. G. SCDHHS invites other comments regarding the solicitation of these services. Instructions for Responses 1. The South Carolina Department of Health and Human Services (SCDHHS) requests responses to this RFI by 3:00 PM, January 6, 2017. Send your response via email (only) to fbo@scdhhs.gov. 2. SCDHHS may copy your response to other storage media to facilitate review by its staff. 3. Vendors’ responses will be subject to disclosure under the South Carolina Freedom of Information Act. 4. This RFI is issued solely for market research, planning, and informational purposes and is not to be construed as a commitment by the State to acquire any product or service or to enter into a contractual agreement. 5. Any costs incurred by a party in preparing or submitting information in response to the RFI are the sole responsibility of the submitting party.
