Description
NASA Johnson Space Center (JSC) will host a Pre-Proposal Conference for the Neutral Buoyancy Lab Operations procurement on Wednesday, December 14, 2016. CONFERENCE DETAILS: Date: Wednesday, December 14, 2016 Time: 9:00 a.m. - 11:00 a.m. (Central Time) Registration: 9:00 a.m. - 9:30 a.m. Conference Presentations: 9:30 a.m. - 11:00 a.m. Location: NASA/JSC Gilruth Recreation Center Alamo Ballroom 2101 NASA Parkway Houston, TX 77058 Directions: https://www.nasa.gov/pdf/613625main_Directions-to-Gilruth-JSC_v2.pdf Attendance of the NOC Pre-Proposal Conference is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process. The Pre-Proposal Conference, Government presentations, a revised list of interested parties that includes Conference participants, and all questions, together with the Government's response, will be transmitted to all recipients via the government-wide point of entry (GPE) and posted to the NOC acquisition website: https://procurement.jsc.nasa.gov/nbl/ REGISTRATION INSTRUCTIONS: Potential Offerors interested in attending the NOC Pre-Proposal Conference Presentations are requested to RSVP by 9:00 a.m. Central Time on Monday, December 12, 2016. Interested parties are requested to complete their registration for the NOC Pre-Proposal Conference at the following link: https://baforms.typeform.com/to/f2EShk. CONTRACT OVERVIEW: The NBL provides a unique environment to simulate microgravity using underwater neutral buoyancy techniques. It provides capabilities for astronaut training, real-time mission trouble-shooting, extravehicular activity (EVA) procedure development and verification, flight hardware development and verification, water survival training, and support of external customers. Because of the NBL's importance to NASA's mission, and the highly hazardous operations performed there, the NBL has high-visibility to agency management and the general public. The NBL also includes a Logistics and Mockup Facility (LMF) that provides fabrication, repair, and maintenance of mockups and systems. The NBL is operated by JSC's Flight Operations Directorate (FOD). The NBL currently supports the International Space Station (ISS) Program, other NASA future space programs, and other JSC directorates (e.g., Engineering, Health and Human Performance, and Public Affairs). In addition to the JSC directorates, the NBL also supports other NASA field centers, other Government agencies (e.g., U.S. Coast Guard), and commercial companies. The support provided includes use of the NBL for submerged and surface activities. The LMF is also available to provide hardware repairs or modifications to increase productivity in the pool. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All questions must be submitted in writing via email. Telephone questions will not be accepted. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
