- This is a Sources Sought Notice - Constitutes Market Research This Sources Source Notice is to seek out interested vendors identified as Service Disabled Veteran Owned (SDVOSB), Veteran Owned Small Businesses (VOSB), and all other Small Businesses interested in quoting on this requirement. If interested in quoting, vendors should notify the Contracting Officer by emailing Suzanna.smith@va.gov by the due date indicated on the Sources Sought Notice. The Department of Veterans Affairs Pathology and Laboratory Medicine Service of the Togus VA Medical Center (herein referred to as VAMC) requires autopsy assistant services for deceased Veterans. All services shall be performed in accordance with VA policies and procedures. The Contractor shall provide the following: a. Autopsy assistant/diener to perform partial and full autopsies, which includes set-up of body, complete evisceration and removal of body from table; b. The contractor will assist the Pathologist with all aspects of autopsy assistance: external and internal exam, removing organs, organ dissections, display of findings to the pathologist, submissions of cassettes with gross description; c. Consult with VAMC by telephone as needed; d. Provide telephone number(s) and contact person(s) to be used by the VAMC to make inquiries and conduct applicable problem-solving; e. Autopsies will be performed during business hours which are Monday through Friday, 8:00 a.m. 5:00 p.m., Eastern Standard Time. The contractor shall be dispatched during an agreed-upon day and time, to the 1 VA Center, Augusta, ME 04330, upon notice by the VA. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within the Performance Work Statement (PWS). When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. All certifications must be kept current with any change of personnel assigned to this contract. f. Not release patient s records that include test results to any person other than the ordering healthcare provider or VA Pathology and Laboratory Medicine staff member. All member records shall be treated as confidential so as to comply with all state and federal laws regarding the confidentiality of patient s records. This provision shall survive termination of the resulting contract award. g. Certify and ensure that all employees, officers, or agents do not use Protected Health Information received from any VAMC site that would constitute a violation of any applicable provision in standards set forth in the Health Insurance Portability and Accountability Act (HIPAA). h. Morgue clean-up following autopsy procedure; i. Arrange for backup assistant in the event that the Contractor is unavailable; and, j. Estimated number of cases per year is eight (8). The contractor shall comply with the Department of Veterans Affairs (VA) requirements and specifications and federal, state, and local health laws, statutes and regulations in the performing the following tasks as identified in the PWS. The proposed NAICS code is 812210 and the small business size is $7.5 million. No formal solicitation document exists at this time. Responses to this notice should be emailed to Suzanna.smith@va.gov no later than 4:00 p.m., Eastern Standard Time, on the due date indicated on the notice. Include the following information: Firms/Companies are invited to provide their capabilities, experience, and knowledge in the provision of autopsy assistant services. Sources are asked to provide information to demonstrate their answers to the following items of information: 1. Company Name, Address, Website, POC, and POC Phone Number. 2. The North American Industry Classification System Code (NAICS) is 812210 with SDVOSB and/or VOSB Vetbiz certification. Please provide certification proof. 3. Provide a summary of experience related to autopsy services. 4. If company holds a Federal Supply Schedule (FSS) Contract, please list the GSA Contract Number and relevant SINS. In addition to a Capability Statement which provides the above, submissions can include specifications, brochures, and manuals as attachments. Respond directly to Suzanna.smith@va.gov.
