- This Sources Sought Notice is being issued for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the USDA, ARS. ARS is conducting an additional Market Survey to identify the availability and interest of qualified Small, Small Disadvantaged Business (SDB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zones (HubZone), Woman Owned Small Business (WOSB), certified 8(a) firms, and SBA approved Mentor-Protégé firms as potential sources for Design-Build for the CNRC Renovation, located at Houston, Texas. This Market Survey is intended to determine small business capabilities in managing some of the more challenging and unique aspects of this project. The North American Industry Classification System (NAICS) code for this project is 236220 (Construction) with a Size Standard of $36.5 million. Background: The CNRC was constructed in 1988 and is a unique cooperative between the USDA, ARS, the Baylor College of Medicine and Texas Children's Hospital. The CNRC mission is dedicated to defining the nutrient needs of children, from conception through adolescence, and the needs of pregnant women and nursing mothers. Scientific data generated from CNRC enables healthcare providers and policy advisors to make dietary recommendations to improve the health of today's children and future generations. Requirement: Although the CNRC facility has been well maintained, the building systems are past their useful life and in need of renovation. The overall project scope includes a complete replacement of major systems in the building; including replacement of most HVAC equipment (air handling systems and exhaust fans, fume hoods), the fire alarm system, roof, elevators, and various updates of building finishes. The scope of work also includes modernizing the auditorium, enclosing 5,000 gross square feet of patios, and to repurpose a large portion of the cafeteria for administrative space. The Estimated Cost of Construction for the CNRC Renovation at Houston, TX, is $25 million. The proposed construction at CNRC will be performed on an active research and medical facility. The Bridging Documents (BD) will consist of a complete 35% design submission. The Design Build Contractor (DBC) will use the BDs as the basis to complete a set of construction documents. As stated above, the purpose of this Sources Sought notice is to identify prospective Small, SDB, SDVOSB, HubZone, WOSB, Certified 8(a) firms, and SBA approved Mentor-Protégé firms to provide Design-Build services associated with the Renovation of the CNRC. The current goal for ARS is to complete the BDs by April, 2017, and to award the construction contract before the end of November, 2017. THIS IS A SOURCES SOUGHT NOTICE ONLY. Interested firms are invited to respond to this announcement by providing the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's level of interest in competing on the solicitation when it is issued. 3. Firm's Business Size - Small, SDB, SDVOSB, HubZone, WOSB or Certified 8(a), or SBA approved Mentor-Protege. 4. Firm's Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 5. Provide two examples of roof repair/replacement on an occupied high rise building within the past seven years. 6. Provide at least one example of total HVAC system replacement in a confined space utilizing component parts within the past seven years. Include projects/examples that required boom crawler cranes (specialty lifts) for bringing the components to the final physical destination in a high rise environment. 7. Provide two examples of successful phased construction in an active laboratory/ research environment within the past seven years. 8. Provide at least one example of replacing an existing operational zoned, addressable fire alarm system, with a fully-addressable fire command center within a high rise building. NO SOLICITATION EXISTS. THIS REQUEST IS INTENDED ONLY TO IDENTIFY SOURCES OF PROSPECTIVE DESIGN BUILD FIRMS. The Government does not intend to award a contract on the basis of this sources sought announcement. The deadline to respond to this notice is 9 December 2016, 2:00 pm Eastern. No site visits to the facility are permitted. Requested information shall be limited to no more than 10 pages. Interested firms are instructed to submit written responses by e-mail to Michael.thompson@ars.usda.gov and Stephen.Stolte@ars.usda.gov. NO HARD COPY OR FACSIMILE SUBMISSION WILL BE ACCEPTED. Cover letters and extraneous materials (brochures, etc) will not be considered. No reimbursement will be made for any cost associated with providing information in response to this announcement or any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
