Description

Request for Information (RFI) # VA241-17-N-0073 (VISN 1 Hazardous Waste Removal Services) This is a request for information (RFI) seeking information and feedback from industry in regards to the VISN 1 for Hazardous Waste Removal Service. This information will be used for preliminary planning purposes only. No proposals are being requested or accepted at this time. This is not a solicitation and no contract shall be awarded from this RFI. The purpose of this RFI is to gain industry feedback on the capabilities of Hazardous Waste Removal Service for an entire VISN. Also gain knowledge of the interest, capabilities, and qualifications of potential small business contractors that would be interested in a future solicitation. Department of Veterans Affairs is particularly interested in Service Disabled Veteran Owned Small Business (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) that are interested. All interested parties responding to this RFI should submit the following information: Company name and address, point of contact with phone number, and DUNS number. Company socio-economic status to identify business as being an SDVOSB, VOSB, Small Business, Hubzone, 8a, Woman Owned, EDWOSB, etc. Primary NAICS for this procurement will be 541620 (Environmental Consulting Services) with a small business size standard of $15.0 Million. Documentation relating to capability of performance. If an SDVOSB or VOSB, provide proof of registration in the VA Vet Biz website and verification by VA Center for Veterans Enterprise (CVE) or intention of registration prior to submission of offers to a solicitation. All interested firms must be registered in SAM (www.sam.gov). All interested SDVOSB or VOSB firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Any other pertinent company documentation. The following question is optional, but highly encouraged. The Government appreciates and welcomes all industry feedback: What other information would you like the Government to know while planning this procurement? Review the statement of work and comment if there is anything confusing, that requires modification or that needs to be added or deleted and why? Is your equipment and personnel required under this contract in accordance with standard industry practice including hazardous waste and nonhazardous waste permits, and owning permitted fleets in all six New England States?   Does the contractor have the ability to work daily throughout the VA New England operational area? Is your company certified under ISO 14001 or other industry standards?   Are all appropriate personnel trained in accordance with 29 CFR, 40 CFR and 49 CFR as required? Review the attached proposed price schedule and provide feedback as to whether accurate prices can be estimated for each line item?   Is your company fully able to meet the 2 hour time distance for emergency response with appropriate resources, at all facilities listed in the VA New England Healthcare system, and if not, what response time is feasible.? What type and number of RCRA permitted facilities will be utilized under this contract? A description of the hazardous waste recordkeeping on line system is important for the implementation of this contract.   Describe how your company will meet the performance objectives of this aspect of the contract What level of pollution liability insurance does the company hold and is it sufficient for a major spill or environmental incident? Provide a list of projects/work done of similar size and scope as providing hazardous waste disposal services for a large organization across multiple states. The response date to this RFI is December 20, 2016, at 8:00 am EST. Electronic submissions are acceptable via Mercedes.Blanton@va.gov. This market research is for informational and planning purposes only to determine if a set-aside is appropriate and to receive industry feedback. This RFI does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov at a future date and will invite firms to register electronically to receive a copy of the solicitation when it is issued.
