- DD FORM 2345 Military Critical Technical Data Agreement Technical Data Request Questionnaire AMSTA-AR 1350 NDA W15QKN-17-R-0041 Draft SOW W15QKN-17-R-0041 This document is a DRAFT Request for Proposal (RFP) including a Draft Statement of Work and Draft Technical Data Package (TDP) for a potential future solicitation and is subject to change without notice. DRAFT REQUEST FOR PROPOSAL The Army Contracting Command, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems is issuing this draft Request for Proposal (RFP), which includes a draft Scope of Work, and a draft Technical Data Package to solicit comments from the contractor community and any interested party. This draft document is released via posting to the web on 28 November 2016. Comments and feedback will be accepted tentatively through 28 February 2017. Comments and Feedback on the DRAFT RFP will not be accepted if/ when a formal RFP is posted. Any comments or feedback after a formal RFP is posted would provided under that posting. Input from the contractor community and the public at large must be sent to the Government via e‐mail to Jason.Santucci2.civ@mail.mil It is the intent of the Government to accept comments that improve the structure of the RFP in addition to answering any questions concerning requirements that might be entertained in a normal question and answer response posted on this site. As soon as practicable after the comment due date, the Government intends to issue the final RFP for this solicitation. It is at the Government's sole discretion whether any of the comments received will be incorporated into the final RFP. There are no dates or appendices included in this draft RFP because it is a draft document. Similarly, there are no forms or price schedule accompanying this draft document. When the final RFP is issued, it will contain data necessary for the offeror to make a proposal to the Government. Load, Assembly & Pack (LAP) of 60mm M1061 High Explosive (HE) Mortar Cartridge This draft RFP is to further identify potential sources that are capable of producing the 60mm M1061 HE Mortar Cartridges to meet the anticipated Army production requirements specified. The sources must also manufacture or procure metal parts and sub-components in support of the LAP of the M1061. The Government intends to award a Firm-Fixed Price (FFP) base contract with 4 option years for FY17 - FY21, with an estimated US Army requirement of 23,083 M1061 cartridges per year. A potential contractor must possess the technical, financial and facility resources necessary to meet the Government's requirements. The facilities must possess the required safety clearance to handle final hazard classifications up to 1.1D as per the Department of Transportation (DOT) Hazard Classification. The 60mm M1061 HE Cartridge consists of the M734A1 Multi-Option (MO) Fuze, M27 fin, fin adapter, obturating ring, four M236 propelling charges, round body assembly (warhead), and M702 ignition cartridges. The cartridge is then packed into PA181 fiber containers and placed into PA191 metal containers for palletization. The round body assembly (warhead) mentioned above includes an aluminum container filled with PBXN-110 explosive, known as the HE unit. The HE unit is loaded into a fragmentation insert (FI). The FI is a Liquid Crystal Polymer matrix with preformed metal fragments embedded in the polymer. The FI/HE unit is adhered within an outer aluminum case which threads to a fuze adapter and fin adapter to complete the round body assembly. The FI and its interface dimensions, weights, center of gravity, materials, size, type, and configuration of fragments are hereby provided in a DRAFT TDP and are subject to change. The Government will furnish the fins (M27), ignition cartridges (M702), fuzes (M734A1), and propelling charges (M236) to the LAP contractor. The contractor shall provide the fin adapter, fuze adapter, case, HE Unit (containing PBXN-110), obturator, FI, fiber tube (PA181), metal containers (PA191), packaging fillers, and all other materials required in the TDP. Interested contractors should respond with any comments that could potentially improve the structure of the final RFP in addition to identify any questions concerning requirements or clarifications. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This Draft RFP is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. All information submitted will be held in a confidential status except for any questions and answers posted in the public forum. Please note any questions and answers will be redacted by the Government and will not contain identifying information on the contractor who submitted the question. No award will be made as a result of this Draft RFP. Executive Summary: This Executive Summary highlights some of the important features of this draft solicitation. Contracting Strategy: In accordance with FAR 6.302-3(a)(2)(i), it is anticipated that the potential future solicitation will be restricted competition within the National Technology Industrial Base (NTIB) in order to maintain the required domestic capability for production of critical ammunition and make it available in case of national emergency. The Government intends to make a single award, Firm Fixed Priced contract to include a base and (4) option periods. The Government intends to make one award as a result of this solicitation. The Government will select for award the proposal that is most advantageous and represents the best value to the Government. The proposed four (4) evaluation factors will be: Technical, Price, Past Performance, and Small Business Participation. It is anticipated that the Offerors will be required to give an oral presentation for up to four (4) hours and have an estimated one (1) hour for questions/answers to the Government's Source Selection Evaluation Board (SSEB) for the Technical Factor inclusive of all sub-factors that will consist of the Manufacturing Plan, Critical Characteristic and Quality Plan, and Management Plan. It is planned that the total allotted time for Oral Presentations will be five (5) hours. The offerors will be allotted up to four (4) hours to complete their presentations. At the conclusion of each offerors' presentation, the Government personnel will briefly caucus to ascertain if any clarifications of the offerors presentation are required. If the Government determines there is a need for clarifications, the written request for clarification will be presented to the offeror. The offeror will respond in writing with the appropriate answer that directly addresses the question asked by the Government. The 60mm M1061 HE Cartridge will be built to a certified Government TDP. However for this Draft RFP, a Draft TDP is available and can be provided upon request. Security Requirements: This solicitation is UNCLASSIFIED. Specifications and drawings for some of the components contain export control data and restrictive distribution markings. DoD Directive 5230-25: Disseminate in accordance with provisions of DoD Directive 5230-25. This also applies to all subcontractors at entry level. In the event that a potential offeror is a foreign company, they must comply with and obtain any necessary licenses required by the Arms Export Control Act and implementing regulations, prior to obtaining the referenced drawing. EXPORT CONTROL WARNING: This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230-25. DESTRUCTION NOTICE: For classified documents, follow the procedures in DoD 5220-M, Industrial Security manual, Section 11-19 or DoD 5200- 1-R, Information Security Program Regulation, Chapter IX. For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document. DISCLOSURE NOTICE: This information is furnished upon the condition that it will not be released to another nation without the specific authority for the Department of the Army of the United States, that it will be used for military purposes only, that individual or corporate rights originating in the information, whether patented or not, will be respected, that the recipient will report promptly to the United States, any known or suspected compromise, and that the information will be provided substantially the same degree of security afforded it by the Department of Defense of the United states. Also, regardless of any other makings on the document, it will not be downgraded or declassified without written approval of the originating United States agency. NOTE: The highest Distribution Level is "Distribution F" for this procurement. Sources in drawings are suggested, however contractor is still required to meet the requirements of the solicitation. Requests for Distribution Level D TDPs shall be accompanied by a fully executed DD Form 2345 - Militarily Critical Technical Data Agreement, a signed Non-Disclosure Agreement, and an AMSTA- R 1350 Technical Data Request Questionnaire.
