Competition Status: This requirement is posted as non-competitive. Non-Competitive (Single-sole Source (Including brand-name)) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to: Harvard University 33 Kirkland Street Cambridge, MA 02138 Harvard University is the sole proprietor of the Modular Approach to Treatment of Children (MATCH) Training. MATCH is: 1) manualized; 2) evidence-based with a number of high-impact publications supporting its effectiveness; 3) one of the first and still few modular treatments; 4) a treatment that includes both individual-patient and parent-based treatments; 5) efficacious in the real world; 6) offered as a package with in-depth training (five days in house) and supervision (thrice weekly); 7) a treatment that has been developed by one of the leaders in the field of psychological therapies. This training program fulfills the crucial characteristics needed for the National Institute of Mental Health for evidence-based modular psychological interventions for adolescent psychopathology. Description of Requirement: The Mood, Brain and Development Unit as part of the Emotion and Development Branch (EDB) of the National Institute of Mental Health (NIMH) studies the pathophysiology, development, and treatment of pediatric mood disorders, primarily depression. They examine development by acquiring clinical data over time. While they possess expertise on tools for psychological intervention, they require training in evidence-based modular psychological interventions for adolescent psychopathology. The overall goal is to offer state of the art, evidence-based modular psychological treatment to youth recruited to our studies. To achieve this our Unit's clinical staff need to be trained in this form of treatment and below we describe what the necessary elements of this training are. The National Institute of Mental Health requires training that meets the following criteria: (1) evidence-based training with a number of high-impact publications supporting its effectiveness; (2) treatments that include both individual-patient and parent-based treatments; (3) efficacious in the real world; (4) offered as a package with in-depth training (five days, face-to-face in Bethesda, MD; (5) treatment that has been developed by the leaders in the field of psychological therapies; (6) manualized; and (7) modular. The contractor will also offer thrice-weekly remote (internet-based) training to the Unit's clinical staff. The contractor will review material (e.g. film clips and clinical scores) from our Unit's work and offer training advice. Period of Performance: January 3, 2017 to January 2, 2018. Summary Statement: This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
