Description

Synopsis: This announcement constitutes a Sources Sought Notice. THIS IS NOT a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veteran Affairs, National Cemetery Administration, is seeking qualified sources to furnish all necessary labor, material, equipment and supervision for Cemetery Grounds Maintenance Services to the Georgia National Cemetery located at 1080 Scott Hudgens Drive, Canton, GA 30114. The purpose of this notice is to determine interest and capability of potentially qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) 561730 Landscaping Services. The Small Business Size Standard is $7.5 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope: Contractor shall provide all labor, materials, equipment, tools and supervision to provide grounds maintenance services at Georgia National Cemetery. Contract period is for a base period with four (1) one-year options. Units and services to be in accordance with the Scope of Work, terms and conditions, contained in this solicitation. The offers shall include a price for each Contract Line Item Number (CLIN), a total price for the estimated quantities, and a sub total price for all estimated services in the contract base period and each option year. Unit prices shall be all inclusive containing (unit prices for materials, unit prices for labor, any labor burden or fringes, any associated travel costs, profit, overhead, and of the like). This is a requirements contract. This contract provides for an indefinite quantity within stated limits, to be furnished during the contract period with deliveries or performance being scheduled by placing orders with the contractor. The quantities specified are estimate only and are not purchased by this contract. CLIN ITEM EST. QTY UNIT UNIT PRICE TOTAL PRICE Headstone Maintenance 0001 Headstone cleaning and maintenance 10,000 Each 0002 Headstones raise, lower, realign, reset and backfill 600 Each 0003 Headstone Receiving and Setting 1,300 Each 0004 Headstone Replacements 150 Each Gravesite Maintenance 0005 Sunken Grave Repair 300 Each Grounds Maintenance 0006 Grounds Maintenance Services to include Turf Maintenance, plant and tree maintenance, mowing, trimming and edging; tree wells edging, maintenance and labor for mulching beds (entrance, Public Information Center (PIC), Shelters 1 & 3, Scattering Garden, Columbarium, Flagpole, Admin Bldg. etc.) sweeping or blowing off of roads and walkways; trash and floral removal; debris removal; irrigation management (approximately 41 acres). Mulch supplied by the government. 12 Months 0007 Snow and Ice Removal 2 Job 0008 Sod placement & seeding of casketed sites 1,300 Each 0009 Turf Maintenance; 4 ea Fertilization Applications; 4 ea Weed & Disease Control application. Fire Ant Control & Pest Control as required. (approximately 41 acres) 8 JB Buffer Areas 0010 Edge and perimeter spray treatment to include complete Buffer Areas with non-selective herbicide (1 per month/9 times per year) with first edging to be trench treatment. 21,600 Foot 0011 Treat Buffer Areas with a pre-emergent herbicide 2 times per year. 22 Acres 0012 Dress Buffer Areas with pine straw once annually in the spring, including material and labor (pine straw to be furnished by the contractor). 5,500 Bales Committal Shelter/Transporting of Remains 0013 Daily interment shelter set-up and cleaning (3 shelters), including complete cleaning of shelter (interior and exterior). Cleaning of shelters as required between committal services daily. Pest control as required. 260 Daily 0014 Transportation of casketed remains and floral arrangements from committal shelter to gravesite. 1,000 Each Janitorial 0015 Janitorial service including maintenance supplies Administration & Maintenance Complex (including all restrooms) 4,000 net sq footage 12 MO 0016 Janitorial service including maintenance supplies Public Information Building (including all restrooms) 1,300 net sq footage 12 MO Support Services 0017 Support Services for Memorial Day, Wreaths Across America, and other weekend special events as needed. Manpower and equipment for high priority events and services at the cemetery. 3 Each 0018 Support Services for weekend or holiday burials as per NCA s Standardized Burial Schedule for Federal Holidays, as required. This includes Active Duty KIA interments scheduled on a weekend. 5 Each Total Estimated Price: Submission requirements for responses to this sources sought synopsis: VOSB/SDVOSB offerors interested in submitting a quote for this project, if it is formally advertised, must be registered and be verified in the www.vip.vetbiz.gov website and must provide the correct NAICS code to include the Data Universal Numbering System (DUNS) commercial and Government Entity (CAGE) number, name of the firm, address, phone and point of contact.
