Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with The George Washington University, School of Medicine and Health Sciences, 2121 I Street NW, Suite 601, Washington, DC, 20052-0001, for the purpose of procuring an Independent Medic Program. The FBI's Technical Hazards Response Unit (THRU) is responsible for providing highly specialized response assets and capabilities for austere remote operations throughout the world. In order to better prepare the medical personnel to work with these challenging and atypical environments and meet licensure and recertification requirements THRU requires an Independent Medic Program. The George Washington University Emergency Health Services Program is able to continue provision of specially designed and customized medical training for the paramedics assigned to the THRU. The George Washington University will provide an Independent Medic Program for a period of one (1) year that will consist of eight (8) hours of instruction, delivered monthly, in advanced medical care. The Program will cover the following areas but are not limited to: advanced wound care; diagnosis and treatment of ailments of the ears, nose and throat; dermatology; use of antibiotics; treatment and diagnosis of orthopedic injuries; extended field care and advanced diagnostics/tele-medicine. Due to the FBI's unique requirements and mission, the instructors for this program must be license/certified medical personnel and must travel to the FBI facility located in Fredericksburg, VA to conduct the eight (8) hours of instruction per month. Based on market research, and Government end-users, it has been determined that The George Washington School of Medicine and Health Sciences is the only vendor able to provide the program required in the delivery vehicle, location and in the time parameters needed. They are also able to tailor the program to the FBI's specific needs and travel to the Fredericksburg, VA area to conduct the program due to the demanding call schedule and time obligations of the FBI personnel. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 611430, Professional and Management Development Training, the size standard is $11,000,000.00. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. A Justification and Approval (J&A) supporting this procurement is available upon request.
