- Description
- The Naval Air Warfare Center, Weapons Division, China Lake, CA. intends to procure, on an other than full and open competition basis from Rolls Royce Defense Services Inc., 2355 S. Tibbs Avenue., Indianapolis, IN 46241-4812, a five year Cost-Plus-Fixed-Fee indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract with an estimated level of effort of 21,330 hours per year or a total of 106,650 hours for the five-year period to provide Contractor Engineering Services (CETS) Contractor Field Services (CFS). The acquired results are to develop the technical skills and abilities of military and civilian personnel in the Department of Defense (DoD) who are responsible for the operation and maintenance of the Power Plant F-402, A-427 and T-56 series engines, and AV8-B and E-2 aircraft engine systems, subsystems, and associated support equipment at various sites in support of the Naval Air Technical Data and Engineering Service Command (NATEC). This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-17-R-0001 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. All respondents must be registered in the System for Award Management (SAM) database, at the following website: https://www.sam.gov/portal/public/SAM/, to be considered a responsible source. The applicable NAICS code for this requirement is 541330. Offerors will be evaluated on the basis of best value to the Government via the trade-off method. It is anticipated that the solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 25 February 2017 and will run a minimum of 31 days. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from the website and to frequently monitor the site for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any associated amendments prior to the date and time set for receipt of proposals, may render an offer non-responsive and result in rejection of the same. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO.
