Description
This notice is supplementary to Sources Sought notice W912DR-16-S-0006 posted on 19 March 2016. This is a Sources Sought Notice, and is for informational/ market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District (hereinafter the Baltimore District), seeks to determine the interest, availability, and capability of potential sources to satisfy an upcoming requirement. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Project: Multi-Discipline AE Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to Support the U.S. Army Intelligence Command (INSCOM) and other Army and Department of Defense and associated Agencies. The total contract capacity is anticipated to be $40M. The proposed contract will be awarded to support INSCOM projects but may be utilized throughout the North Atlantic Division of USACE. The geographic boundary for this contract is the Continental United States (CONUS) and Hawaii. If requested, the contract may be utilized by any other district of the U.S. Army Corps of Engineers. The contract will be issued and awarded in compliance with The Brooks Act. The applicable NAICS code for this procurements is 541330 and the standard size is $15M. The contract will require a Top Secret Facility Site Clearance (TS FCL). The TS FCL will be required upon submission of proposals and must be maintained throughout the life of the contract. The contract Period of Performance will be five (5) years from date of award. The work anticipated for the proposed multi-discipline A-E IDIQ will be for secure and no-secure sites and will include: design services, estimating, surveying, field investigation, troubleshooting, measurement, testing and balancing, testing and calibration services, CADD drawing and document preparation and review, design review, operability and maintenance documentation, review of designs, construction management services, studies, engineering consultation, master planning, planning, and reports. These services will include (but are not limited to) such areas as HTRW remediation; facility requirements analysis, assessments and space planning, facility operational analysis and troubleshooting, facility maintenance, repair, remodeling, renovation, or demolition; air and water balancing, infrastructure load analysis and testing/calibration; interior design and interior fit-up; new construction; physical security and counter terrorism (including weapons of mass destruction) force protection; fire protection; master planning, engineering consultation, communications/network planning and design, requirements analysis, concept development and design, construction phasing and movement planning. Firms of all sizes are strongly encouraged to respond to this notice, as well as add themselves to the Interested Vendors list for this notice. Responses may be in any format, but should include the following: 1. Company name, address, phone number and email address of the point of contact. 2. Indicate business size in relation to the NAICS code 541330. Provide your company's System for Award Management (SAM) Cage Code and DUNS number. Contractors must be registered in SAM at time of bid/proposal due date. Please see https://www.sam.gov/portal/SAM/ for additional registration information. 3. Indicate the primary nature of your business and provide confirmation of a Top Secret Facility Site Clearance and staff with Top Secret Clearances. 4. Provide confirmation of your firm's ability to perform work within CONUS and Hawaii and identify any impediments to providing services within the geographic boundaries identified. Total submittal shall be no longer than five (5) pages in one (1).pdf file. Responses should be provided via email, only. Comments will be shared with the Government and the project team, but otherwise will be held in strict confidence.
