- This is a combined Synopsis/Solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 13.5, as supplemented with additional information included in this notice. The solicitation number is VA250-17-Q-0093 (Remover of Paint) and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 236220. This requirement is a Service Disabled Veteran Owned Small Business set-aside and only qualified contractors may submit quotes. The VHA NCO 10 - 541 Louis Stokes VA Medical Center requires: Remover of Paint Improvements/Maintenance of the 7000 PH Cooling Tower Area. The requested items are specified below: Contractor shall provide all labor, equipment, supplies, and supervision necessary to ice blast loose and blistered paint, prime bare spots, and repaint the designated area within the 7000 PH Cooling Tower Area for the Louis Stokes VAMC 10701 E. Boulevard, Cleveland, Ohio 44106. ***Request for Information Submissions: Interested contractors must submit questions, via e-mail, concerning the solicitation NLT DECEMBER 8, 2016 at 11:00AM (EST) to enable the Contracting Specialist and/or COR sufficient amount of time to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Quote MUST be good for 120 calendar days. The selected contractor must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. In addition to any VHA terms, the contractor has reviewed and acknowledges any/all attached solicitation documents, item details, delivery schedule, and/or instructions (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents.
