- Synopsis for the Meltable Fuze Plugs for the 155mm High Explosive (HE) Artillery Projectiles The U.S. Army Contracting Command - New Jersey (ACC-NJ) located at Picatinny Arsenal, NJ 07806-5000 on behalf of the Project Manager for Combat Ammunition Systems has a requirement for the production and delivery of Meltable Fuze Plugs for 155mm Insensitive Munition Artillery Projectiles. The Meltable Fuze Plug is composed of parts fabricated from Nylon-Ionomer and steel. The plastic portion of the injection molded plug, made of TPX-Ionomer 02055 BK, is designed to weaken when exposed to excessive temperatures to provide venting for 155mm projectiles. A machined and anti-corrosion-treated mild-steel washer is secured under the plug with an O-ring. The washer is necessary to support the palletized stacking of the projectiles. The packaging and marking of the Meltable Fuze Plugs shall be in accordance with Commercial Packaging as prescribed in the solicitation. The Meltable Fuze Plugs shall be separated by fiberboard separators for shipment to prevent damage to finish and threads The United States Government (USG) intends to satisfy the requirement by soliciting for offerors in accordance with Federal Acquisition Regulation (FAR) 6.203, Set-Asides for Small Business Concerns. The USG will evaluate offeror(s) proposals using a Lowest Priced Technically Acceptable (LPTA) Source Selection Process approach in accordance with FAR 15.101-2. Offeror(s) will be rated acceptable or unacceptable based on evaluation criteria outlined in the solicitation. The USG anticipates awarding up to two (2) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quanitity (IDIQ) Delivery Order Contracts with five (5) one (1) year ordering periods for FY18 through FY22. The maximum estimated ceiling value of this Contract will be $36.3 Million, with a minimum guarantee of $137,500. The Meltable Fuze Plugs will be manufactured, inspected, staged (assembling of the material and preparation for transit) and delivered in accordance with a Government Technical Data Package (TDP) and applicable contract requirements. Specifications and drawings, containing distribution markings will require contractors to sign and submit Military Critical Technical Data Agreements (DD Form 2345), Non-Disclosure Agreements (NDA), and an AMSTA-AR 1350 prior to receiving access to the TDP. The estimated issue date of the Request for Proposal (RFP) is on or about 05 December 2016. All interested small businesses are advised to monitor FedBIzOPS for RFP release. Funds are available for this acquisition. This announcement constitutes the only synopsis for the acquisition and production for the Meltable Fuze Plugs for 155mm Insensitive Munitions Artillery Projectiles.
