- Draft Request for Proposal Request for Information Introduction: The National Science Foundation (NSF) has developed this Request for Information (RFI) and Sources Sought Notice to establish and operate a full-service cafeteria and catering facility located within the future home of the NSF Headquarters in Alexandria, Virginia, for the purpose of dispensing food, nonalcoholic beverages, supporting catering events as requested, and other items as may be authorized by the Government. This RFI is intended to solicit information from industry to support the analysis for this acquisition as well as determine interest and current capabilities that match similar services contracts in size, scope, and approach. A desired outcome of this RFI is to inform leadership on potential solutions that may enable NSF to realize the goal of a fully operational and compliant full-service Café/Bistro, Light Refreshments Provider, and Catering Services Provider. Additionally, this RFI is being conducted in accordance with FAR 15.201(e) to identify potential large, and small business concerns relative to NAICS 722310, Food Service Contractors (standard size of $38.5 million or less) capable of meeting the Draft RFP) requirements in accordance with FAR 19.203(c), FAR 19.502-2(b) and Subpart 19.8. This will allow the Government to determine if the work could be set-aside for small business concerns. Disclaimer: Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked proprietary, will be handled accordingly. Responses to the RFI will not be returned. Respondents agree that any material submitted in response to this RFI may be used in part or in whole by the Government as required to support the requirement. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review. Please see submission procedures listed at the end of this RFI. Background: Currently, NSF does not have a contract for a full-service cafeteria. The results of the RFI will be used is to determine the feasibility of establishing a contractual relationship with a full-service cafeteria provider who shall: a. Furnish all personnel, supervision, food products, and all other items (unless otherwise specified) necessary to operate the cafeteria and provide dining services. b. Offer a variety of tasty, appetizing, quality food items, including healthy items, in quantities to satisfy customer demand and maximize customer satisfaction. c. Provide cafeteria services Monday through Friday, except during Federal Government holidays or other closures as dictated by the Office of Personnel Management. d. Provide light refreshment and special event catering (concessionaire). e. Establish branding, operate and manage the cafeteria. The Government desires that respondents offer a capabilities statement, experience and recommendations on the following strategic questions: 1. CAPABILITIY STATEMENT Tell us about your organization and its capabilities to meet the Cafeteria and Catering objectives. Identify your organization's salient characteristics: overall qualifications and expertise of the firm; services provided in similar environments, size, and scope; relevant corporate and/or staff experience with respect to Cafeteria and Catering; small or large business, for profit or not for profit, university or consortium, etc. Provide the contract number for any contracts with the Federal Government (to include the agency) held by your organization. Provide cage code, DUNS, address, company phone number and website. Please identify your company size and social-economic categories (HUBZone, 8(a), SDVOSB, EDWOSB and WOSB) if any. 2. QUESTIONS: A. What labor mix should the NSF consider? What are the advantages of the proposed solution? B. Provide a high-level overview of the proposed food service management process from a functional, compliance, and quality control perspective. C. How would the proposed solution incorporate food quality standards which comply with the provisions and recommendations contained in the most recently published Alexandria, VA Food Code (https://www.municode.com/library/va/alexandria/codes)? D. Are their any significant risks involved with the recommended solution, per the Draft RFP? E. What type of acquisition strategy would you recommend for this type of solution? Include pricing strategies and a comparison of the current no-cost concessionaire contract methodology structure in your response. F. What lessons learned would you offer to the NSF as the Agency considers planning and implementation of a Cafeteria and Catering solution? G. Describe how the proposed solution will comply and remain compliant with current federal policies and industry standards. H. Are there any questions from industry which may clarify any of the information herein? I. Please indicate whether or not your company would be likely to submit a proposal if a formal solicitation is forthcoming. 3. SUBMISSION PROCEDURES: 1) All responses to this RFI shall be submitted in writing to Robert A. Mann-Thompson, Contracting Officer at robmannt@nsf.gov with a courtesy copy (cc) to Keith L. Rhodia, Contract Specialist (CTR) at krhodia@associates.nsf.gov not later than 4:00pm ET, December 2, 2016. 2) Submit an RFI response that does not exceed 30 single sided pages. The response is also limited to 5MB in size. It is requested that the response focus on the identified strategic questions and the Draft RFP.
