Training Center Liaison Officer (ICMTC Liaison) Canon City, Colorado Issuance Date: 11/17/2016 Closing Date: 12/01/2016 SOLICITATION NUMBER: PSC-17-005-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control foreign assistance activities and international criminal justice issues for the U.S. Department of State. INL's Office of Criminal Justice Assistance and Partnership (INL/CAP) provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police, justice, and corrections globally. INL currently funds and manages corrections programs in more than 30 countries. The program goals for each country vary according to the specific needs of that country and the strategic interests of the United States. INL/CAP's Corrections Team consists of subject matter experts that assess and evaluate corrections systems and conditions abroad; assist with program design and implementation; conduct outreach to U.S. state and local corrections agencies and professional associations; develop curricula; and deliver technical training. INL/CAP's Corrections Team also manages formal partnerships with nine U.S. federal and state correctional agencies to collaborate on training, mentoring, and advising international corrections colleagues. One of the most innovative partnerships is with the Colorado Department of Corrections (CDOC), where INL programs fund a grant for the operation of the International Correctional Management Training Center (ICMTC). The ICMTC is an in-residence corrections training center operated at the former Colorado Women's Correctional Facility in Cañon City, Colorado. Since it opened in 2011, approximately 2,000 international corrections officials from 30 countries have been trained at the ICMTC. The incumbent primarily serves as the Training Center Liaison Officer ("Liaison") to the ICMTC. The Liaison also performs a regional function by engaging with INL's state correctional partners nearby to include New Mexico, California, and Nebraska. The Liaison reports to the INL/CAP Corrections Team Lead. DUTIES AND RESPONSIBILITIES Liaison Function, Logistics, and Administration • Function as INL's on-site representative to the CDOC. • Serve as the INL contact at the ICMTC for all students, including provision of oversight for all trainees and response to emergencies as they occur. Be available to respond swiftly to medical or other unexpected events involving trainees and provide a full report within 24 hours of the incident, or ongoing reporting as events develop, submitted to the INL/CAP Corrections Team Leader and relevant INL program officer(s.) • Work closely with the relevant INL program officers and the INL Embassy point of contact on all out-of-country logistical issues, including vetting, visas, flights, interpreters, and provide support as requested. • Make recommendations to INL/CAP and the relevant INL program officer(s) about attendance by INL personnel at training and coordinate such participation with CDOC. • Work closely with the relevant INL program officer(s) to ensure materials are translated and distributed to participants. • In coordination with the ICMTC Program Manager, schedule all necessary meetings, visits, tours, and provide logistical support for INL personnel and high-level foreign VIP delegations participating in or observing training or visiting the ICMTC and related facilities. • Help conceptualize and organize study tours for delegations of foreign corrections officials to Colorado, New Mexico, California, and Nebraska. • Perform public diplomacy functions to raise awareness about the training center and INL's corrections reform efforts there, in coordination with INL PAPD. • Develop working relationships with Colorado-based U.S. Federal Bureau of Prisons (BOP) personnel, with a view toward cultivating a strong working relationship and laying the groundwork for potential FBOP contribution to training courses delivered at the ICMTC and other venues. • Work with ICMTC staff to help trainees make connections across the different classes from different countries who may be training at ICMTC at the same time. • Represent INL in meetings, upon the request of INL/CAP or other INL program offices. • Occasional domestic and international travel as requested by the Corrections Team Leader. Program and Grant Management • Provide strategic and operational advice to INL on the operation of ICMTC. • Conduct oversight for INL's cooperative agreement with the CDOC, serving as the Grants Officer Representative (GOR). • As the GOR, ensure that grant requirements are met successfully. This includes: 1.) Working closely with CDOC to ensure all mandatory reports meet the required standard and ensure submission in a timely fashion to the INL/CAP Corrections Team Leader; 2.) Reviewing all Colorado Correctional Industries (CCi) invoices to ensure accuracy and confirm delivery of all services invoiced prior to forwarding them to the relevant INL program officer; 3.) Monitoring the implementation of all training courses and making recommendations for effective program implementation and execution; 4) conduct end-use monitoring on the provision of any equipment under the grant; 5.) Coordinate the development of the ICMTC's training schedule with INL/CAP, U.S. Embassies, and INL program offices; 6.) Work with INL/CAP and the INL program offices to ensure that courses selected at the ICMTC advance INL's corrections programming objectives; 7.) Prepare grant amendments and collect budget data from across INL programs. • Work with ICMTC to make schedule changes in the event of cancellations or other unforeseen events. • Foster coordination between the ICMTC, Washington-based INL program offices, and Embassies/Posts. Serve as a conduit between the ICMTC trainers and INL program officers/embassies and organize planning calls with U.S. Embassies, INL program offices, INL/CAP, and the ICMTC staff in advance of a course to ensure the stakeholders agree on the course content and learning objectives, and to discuss logistics and administrative issues. • Work with the ICMTC to develop assessment tools for program evaluation and evolution and a GOR, work with ICMTC to ensure they are being implemented. Report results to the INL/CAP Corrections Team Leader and other relevant INL program officer(s). • Coordinate with INL program offices and U.S. Embassies after a course is delivered to evaluate the training's efficacy in country and make recommendations to improve course delivery. • Work with the relevant INL program officer(s) and INL/CAP Senior Corrections Advisors to help translate U.S.-based training into meaningful change in participants' domestic corrections sectors. • Continue to foster collaboration with the National Institute of Corrections to incorporate adult-centric learning techniques into ICMTC training. Writing/Report Preparation • Draft written weekly activity reports on ICMTC functions and submit to the INL/CAP Corrections Team Leader and the relevant program officer(s) and corrections advisors. • Provide written "after action" reports (training close out reports) within one week (5 business days) of completion of each training course, describing the course; analysis of trainees' receptiveness, progress, and deficiencies; identification of outstanding students; and any other observations or recommendations with submission to the INL/CAP Corrections Team Lead and relevant INL program officer(s). • Prepare other written and oral reports as requested by the appropriate INL program offices and approved by the INL/CAP Corrections Team Leader TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of contract award. 2. If applicable - Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to Post. RELATIONSHIPS The Liaison reports to and receives guidance from the INL/CAP Corrections Team Leader. The Liaison receives input and requests from the INL/CAP Corrections Team and relevant INL program officers. The Liaison provides on-site program management of the ICMTC grant. (Note: The INL/CAP Team Leader is responsible for strategic management of the partnership with the Colorado Department of Corrections. This authority does not reside with the Liaison.) The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/Office Director(s) and; 2. INL/Corrections Team Lead Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in INL, which is of significant interest to the public and to Congress. MINIMUM QUALIFICATIONS 1. US Citizenship, with the ability to obtain and maintain a DOS Secret security clearance. 2. Bachelor's degree from an accredited institution. 3. Demonstrated eight (8) years of program management experience or a combination of corrections and program management experience. 4. Proficiency in Microsoft Office Suite. 5. Demonstrated leadership experience in a multicultural environment, including demonstrated ability to make sound decisions in a timely manner. 6. Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity dealing with problems and conflicts. 7. Demonstrated ability to interact effectively with a range of personnel at all levels of an organization. 8. Proven ability to communicate effectively, both orally and in writing. 9. Superior interpersonal and public speaking skills. PREFERRED QUALIFICATIONS 1. Experience working on international corrections issues and reform. 2. Experience in strategic planning, policy development, and implementation of major agency-level programs. 3. Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID). EVALUATION CRITERIA Factor 1 Experience (30 points) Demonstrated experience to include designing and/or implementing corrections or other rule of law programs; assessing the efficacy of programs and assisting in developing and implementing plans for program improvement; providing logistics support for groups, including senior-level officials; and familiarity with developing curricula and/or delivering training. Factor 2 Leadership & Interpersonal Skills (30 points) Ability to liaise with members of relevant U.S. Government agencies, foreign representatives, and the international community in developing and coordinating programs. Demonstrated experience managing people. Factor 3 Communication (30 points) Demonstrated ability to communicate effectively in all areas and with various organization levels, both orally and in writing. Demonstrated experience speaking to public audiences. Factor 5 Past Performance (10 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
