Description
MWTS Software Design Description MWTS System Subsystem Design Description MTWS System Subsystem Specifications MTWS RFI Instructions This Sources Sought, IAW FAR 5.201 and 5.203 is ISSUED for the purpose of helping communicate the Government's requirements to Industry in support of MAGTF Tactical Warfare Simulation (MTWS). The Marine Corps Systems Command Program Manager for Training Systems (PM TRASYS) is seeking information to assist in developing the strategy for re-engineering the MTWS program. Reengineering is defined as the examination and alteration of MTWS software to reconstitute it in a new form, for the purpose of improving reliability, maintainability, and usability and reducing the software source code complexity. Reduction of source code complexity can be achieved by eliminating dead and duplicate source code and simplifying the software architecture by merging similar functionality and utilizing open architecture concepts (Objective = 25% reduction in overall source lines of code. Threshold = 10% reduction in overall source lines of code). This effort will involve updating the software documentation for the system. This Request for Information (RFI) is issued for the purpose of completing a market analysis and development of a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Response Submittal Instructions: These expressions of interest shall adhere to a fifteen (15) page (pages shall be 8.5 x 11) submission limit, and all should be submitted via email to jaime.morrison@usmc.mil no later than (NLT) 1500 EST time Orlando, FL on December 19, 2016. Submission email shall utilize title "PM TRASYS MTWS RFI response COA X." The X shall be updated with a 1 or 2 depending upon which COA your company is responding to. For example if you are responding to COA 2 the title would be "PM TRASYS MTWS RFI response COA 2." NO CLASSIFIED INFORMATION SHALL BE PROVIDED. NO PHONE CALLS WILL BE ACCEPTED. NO EXCEPTIONS. This sources sought is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP). No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice, and responses to this notice cannot be accepted as offers.
