Description
Capability Statement NASA/NSSC has a requirement for NASA Qualified Interns to support NASA HQ Information Technology and Communications Division (ITCD). NASA/NSSC intends to issue a sole source contract to Urban Alliance Foundation Inc under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Urban Alliance Foundation Inc is the sole provider of NASA HQ High School Interns. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/Headquarters. The IT Related Intern Support Program has a focus on providing IT Internships for Urban Young Adults from culturally diverse backgrounds. The provider has a proven local high school program within a 10 mile distance of Headquarters which offers comprehensive program administrative support, customer service, and flexible program start dates that will accommodate Federal Budget and Fiscal Year calendar influences. The contractor will perform internal training development for the individuals supporting this agreement prior to the start date of the stated agreement in the areas of Information Technology, Business Protocol & Business Etiquette, and IT Industry Standards utilized in NASA and Government Environments. The agreement will meet a NASA best value requirement that supports competitive cost, low administrative requirements, pre-trained resources and availability to meet NASA integration schedules. Urban Alliance provides year-long intern support that will meet ITCDs requirements in the area of computing administration, office administration support, IT services, data entry, creation of surveys, customer service, and tech-savvy students to help with performing research related to NASA business processes and IT industry standards. Urban Alliance provides to all their interns, program focus, student professional development training and skills training, providing the highest quality of Youth Employment services. Additionally, regulations of the Equal Employment Opportunity Commission require agencies to promote equal employment opportunity. Specifically, agencies shall, participate in the community level with other employers, with schools and universities and with other public and private groups in cooperative action to improve employment opportunities and community conditions that affect employability, specifically found at 29 C.F.R. § 1614.102 (a) (13). By partnering with Urban Alliance NASA is able to participate at the community level with schools by using a contractor that specializes in substantially increasing opportunities for local high school students from the immediate area near NASA Headquarters, while providing meaningful work and supporting them in achieving, long-term post-high school success. HQ, ITCD needs at least one year of Intern support which we find will allow the interns to obtain and put to use valuable experience gained on complex IT projects. Urban Alliance has the background that validated their ability to meet all our requirements including their programs focus, Student Professional Etiquette Preparation, Customer Service Training, and Information Technology Training for specific functions related to NASA business processes and IT Industry standards. Urban Alliance will meet all requirements thus achieving excellent NASA ratings for their performance on the current order. In addition the Interns will deliver good support and meet contractual support expectations. Other Intern programs could not meet the required timeframe of 1 year of intern support. NASA's start date for this Program is November 2016 through August 2017. Other internship Organizations providing Internship Programs alters the start dates which is either less than or later than the NASA planned start date. Urban Alliance can accommodate flexibility in program start date to meet the November - August time line established and provide the identified service resources.This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 624310. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on November 22, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
