GSA SLMS SDVOSB Questionnaire - Attachment 2 (Word) GSA SLMS SDVOSB Questionnaire - Attachment 2 (pdf) GSA SLMS SDVOSB Detail - Attachment 1 GSA Software License Management Service (SLMS) Sources Sought Request for Information 1.0 Description 1.1 The General Services Administration (GSA) is seeking to identify Service Disabled Veteran Owned Small Business (SDVOSB) firms as sources for a potential acquisition to provide the Federal Government software license management and services (SLMS). 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with FAR 19.202-4, this request is solely for informational and planning purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This request for does not commit the Government to contract for any supply or service whatsoever. Further, GSA is not seeking proposals at this time and will not accept unsolicited proposals. All costs associated with responding to this RFI will be solely at the interested party's expense; the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. No entitlement to payment of direct or indirect costs or charges by the Government shall arise as a result of submission of a response to this RFI or the Government's use of such information. Not responding to this RFI does not preclude participation in any future RFP, if any are issued. If a solicitation is released, may be synopsized on the GSA eBuy system or on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Requested Information GSA is seeking interested SDVOSB firms that are qualified and available to provide strategic and professional services to meet the needs of the Software Center of Excellence's (SCoE) Software License Management as a Service (SLMS) Program. The requested documentation of qualified firms' technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. 3.0 Objective: To improve contract opportunities for SDVOSB concerns within the GSA. 4.0 Requirements 4.1 This sources sought request for information is only open for SDVOSB participation. The primary goal for SLMS will be to provide software license optimization toolsets and processes to enable better buying decisions by Agency CIOs. The SLMS solution will be a single, government-wide instance of a software license management solution toolset. The toolset will integrate with existing agency IT Service Management (ITSM) solutions, normalize the data collected from various inventory tools (to include Continuous Diagnostics and Monitoring (CDM) toolsets), provide the ability to conduct contract reconciliation analysis and present a comprehensive view of installed software and utilization within an individual Agency and across the Federal Enterprise. 4.2 The following two attachments are included as part of this RFI: 1)Attachment 1 - GSA SLMS Sources Sought Detail - Includes project background, scope, full requirements and submission details. 2)Attachment 2 - GSA SLMS Sources Sought Questionnaire - For use as a template to submit your company's past performance/corporate experience, and answers to the nine (9) qualification questions. 5.0 North American Industry Classification System Code (NAICS Code) The NAICS Code for this RFI is 541611, "Administrative Management and General Management Consulting Services" industry. 6.0 Responses 6.1 All responsible sources are encouraged to respond to this RFI announcement by submitting a capability statement, comments and responses to the questions contained within this notice. Responses shall be submitted by e-mail to david.taybron@gsa.gov and darwin.roberts@gsa.gov and shall contain the following subject line: " GSA RFI QTA-00-AE-17-DT-I-1001, GSA SCoE SLMS RFI Response ". Responses must be provided no later than 3:00 PM ET on December 1, 2016. No hard copy or facsimile submissions will be accepted. 6.2 Responses shall be limited to a total of ten (10) pages or less. Proprietary information, if any, should be identified and clearly marked accordingly. Please be advised that all submissions become Government property and will not be returned. 6.3 Responses to this notice shall include the following: 1)Business name and address. 2)Name of company representative, business title, email, and telephone. 3)Provide North American Industry Classification System (NAICS) Code. 4)Identify your company's role (i.e., prime or sub-contractor) in each of the two past performance submissions. 5)Use a template provided in Attachment 2 to responses to questions posed. Additional pages may be added to expand on the responses. Responses shall be limited to a total of ten (10) pages or less. 6)Provide two (2) past performances within the last three (3) years of providing relevant support of the size, complexity and level of effort envisioned. 7.0 Industry Discussions GSA representatives may or may not choose to meet with potential offerors. Such meetings would only be held to get further clarification on a potential offerors capability to meet the requirements of any potential procurement. 8.0 Questions/Inquiries All questions regarding this RFI shall be submitted by email to david.taybron@gsa.gov and darwin.roberts@gsa.gov. All questions shall include the following subject line: " GSA RFI QTA-00-AE-17-DT-I-1001, GSA SCoE SLMS RFI Questions/Inquiries ". Verbal questions will NOT be accepted. Responses to inquiries will be posting to the Federal Business Opportunities website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after due date will be answered.
