- The Gainesville VA Medical Center, Gainesville, FL has a requirement for Project 573-14-600 to Replace Boilers per the drawings and specifications provided in the future solicitation. THIS SOLICITATION IS A 100% TOTAL SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB). PROPOSALS WILL ONLY BE CONSIDERED FROM SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES THAT ARE VERIFIED IN VETBIZ AT THE TIME OF SUBMISSION OF THE PROPOSAL AND DATE OF AWARD IN ACCORDANCE WITH PUBLIC LAW 10-461. This this acquisition will be conducted in accordance with FAR 15.101-2, Lowest Price Technically Acceptable (LPTA) Source Selection Process as a competitive Request for Proposal (RFP). A firm-fixed price construction contract is anticipated to be awarded to that responsible bidder whose bid is the lowest evaluated price of proposals meeting or exceeding the standards for non-cost factors. The NAICS code is 236220 size standard is $36.5 million. Magnitude of Construction Cost range is $5,000,000 and $10,000,000. Project Overview: This project requires construction work for replacement of three aging Keeler water tube boilers that provides steam for the whole medical center campus with three fire tube boilers. A new boiler plant building and graphics control station will be constructed. The total square footage of the structure will be 5,452 square feet for the main boiler room, with a 940 square feet attached structure. The current boilers will remain online until the new boiler plant is ready for operations after commissioning. Once the new boiler plant is placed in service, the current boilers will be demolished and removed. The current boilers are in continuous operations, so any work associated with this project cannot impact their operation until the new plant is available for use. Work includes and not limited to general construction, alterations, mechanical and electrical work, mechanical, electrical, and civil site work, utility systems, necessary to construct a new boiler and graphics control building and the removal of existing boilers, piping, equipment, cleaning and pressure testing and certain other items. Work covered under this contract consists of furnishing all labor, materials, tools, equipment, supervision, and necessary transportation to replace the current three steam boilers and associated ancillary equipment per plans and specifications. Asbestos abatement is required. Solicitation VA248-17-R-0084 will issue and be posted to the Federal Business Opportunities (FBO) website on or about 1/9/2016. All solicitation packages and amendments must be accessed online at the Federal Business Opportunities website: www.fbo.gov. Offerors are advised that they are responsible for obtaining amendments. A ONE-TIME organized pre-proposal site visit will be held and the date and time will be announced in the solicitation when it is posted to FBO. No prior information is available until the date of issue. All respondents are required to be registered and verified at www.vip.vetbiz.gov and must be registered at www.SAM.gov with complete online Reps and Certs. Vets 100 Registration is also required.
