- PURPOSE: The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Proposal (RFP) solicitation for Laurel River Lake Operation and Maintenance Services. This is a Pre-solicitation Notice. This Notice is being issued for planning and informational purposes only. This notice is not a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this Notice. PROJECT DESCRIPTION: The Nashville District Contracting Division has a requirement from the Nashville District Operations Division to provide O&M Services at the Laurel River Lake project. Laurel River Lake is located on the Laurel River about 30 miles southeast of Somerset, KY and due west of Corbin, KY. The areas of work are located in the Laurel and Whitley Counties of Kentucky within the Daniel Boone National Forest and consists of 900 acres on the lower end of the lake operated by the Corps of Engineers. The principle city in the area is London, KY. DELIVERABLES: This work will include, but is not limited to the following: 1. Grass Mowing 2. Trail Maintenance 3. Beach Area Cleaning 4. Picnic Area Cleaning 5. Tailwaters Area Cleaning 6. Janitorial Services This description is not intended to be all encompassing and is subject to change. NAICS CODE AND SBA SIZE STANDARD: The NAICS code for this project is 561210 with a size standard of $38,500,000. TYPE OF SET-ASIDE: The solicitation will be 100% Small Business set-aside. SOLICITATION AND CONTRACT TYPE: It is anticipated that from the Request for Proposal Solicitation, the Government will use the Lowest Price Technically Acceptable Source Selection Process to award one Firm-Fixed Price Requirements Contract. SOLICITATION RELEASE DATE: The anticipated release date for this solicitation is around November 23, 2016. The performance work statement will be available at the time of solicitation release. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in the SAM, www.sam.gov, in order to receive a Government contract award. Offerors must have their representations and certifications available on-line in SAM or provide them with their proposal in order to receive a Government contract award. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The solicitation documents will be posted on the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, the responsibility of all potential offerors to monitor the FBO website for any amendments, updates, responses to questions and answers, etc. as the Government will not be maintaining a mailing list.
